Dear South East Coast Ambulance Service NHS Foundation Trust,

Could you please provide me with any clinical guidelines, policies, procedures, protocols or similar that you have in place for the use by paramedics (including specialist/senior/advanced paramedics etc.) for the identification of posterior-circulation CVAs (strokes).

Further, could you provide me with any clinical guidelines, policies, procedures, protocols or similar that you have in place for the use by paramedics (including specialist/senior/advanced paramedics etc.) for the assessment and management of patients presenting with "vertigo" or "dizziness" as their primary symptom.

Yours faithfully,

Malcolm Macgregor

Dear South East Coast Ambulance Service NHS Foundation Trust,

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of South East Coast Ambulance Service NHS Foundation Trust's handling of my FOI request 'Clinical guidelines for identifying posterior CVAs'.

You have declined to provide the information on the grounds of section 38 of the FOIA.
Could you please explain how disclosing this information or these materials might
(a) endanger the physical or mental health of any individual, or
(b) endanger the safety of any individual.

Yours faithfully,

Malcolm Macgregor

Freedom of Information, South East Coast Ambulance Service NHS Foundation Trust

Dear Mr Macgregor,

Thank you for your email,

In response to the questions you have raised we have consulted further with our Consultant Paramedic, and would like to provide the following explanation around applying an exemption to your original request.

We are claiming a Section 38 exemption on the grounds that the evidence base which informs our practice guidelines are in the public domain. We will always share the evidence base we use in our local practice guidance, but we do not share the actual practice guidelines as we take the view that it would be irresponsible to give detailed information about medical procedures to lay persons.

Our practice guidance is written for the use of our professional clinical staff, and they are used in conjunction with education and training, supervision, and organisational clinical governance arrangements.

Finally, the practice guidance documents are the intellectual property of the Trust and we wish to protect these documents as they represent an investment in time and effort which we will, and do, share with other ambulance trusts.

Kind Regards,
