Climate Change Strategy and costs to the public

I make reference to your website page https://www.wigan.gov.uk/Council/Strateg... dealing with the political issue of man made climate change.

"Climate change (external link) is happening at an increased rate as a result of human activity. This is now widely accepted, as is the fact that we need to do things differently, both to adapt to the changes and reduce the extent of change long term."

Despite the heady statements made by Wigan Council, the scientific claims by funded and interested parties that man made climate change is an immediate and imminent threat to the world is in fact far from agreed or settled by actual scientists in relevant scientific and mathematical fields. This is a matter of public record. You defer to this in your text by stating that the alleged climate change is merely "widely accepted", ie not confirmed. Many thousands of real and very credible scientists have also "widely accepted" that if man made climate change does exist it has been deliberately and greatly exaggerated for political and social engineering reasons. There is ample evidence of data manipulation and outright lies and falsehoods being spun by supposedly credible pro-climate change elements.

Having done a great deal of reading on the subject I am yet to be convinced that climate change is other than a blunt tool being abused by corporations for massive international profit and by political bodies as a tax raising stream and for social engineering purposes. Your statement alludes also to its employment to force a change in behaviour and conduct, which supports my own educated view of it as a nothing of more immediate threat than political dialectic and a populist social engineering tool for the ignorant and easily-manipulated masses of TV addicts. I am personally aware of genuine and massive environmental threats such as groundwater, surface water and soils contamination and it is my informed opinion that this exaggerated threat of climate change actually and deliberately diverts attention away from real issues, to the benefit of corporate polluters and their well-funded lobbyists. When irrefutable facts are placed before me I will alter my opinion but as it stands the informed view of the INDEPENDENT scientific community and experts guides me.

I request the approximate cost per annum that will be added to the costs of running the borough for each year to 2020 as a result of the climate change strategy being implemented. Please show the source(s) of those figures and include copies of all financial reports issued which examine environmental costs to the borough as a result of this climate change strategy and policies.

I request also the anticipated cost per inhabitant of the borough to 2020.

I request that it is confirmed which elements of these costs are voluntary upon the individual inhabitant and which are deemed to be mandatory/statutory? You will list these unique elements with your response, please.

I request information held for copies of all minutes, correspondence, emails where Agenda 21 in its short form name or long form name has been discussed.
