Dear Norfolk County Council,

I understand that your council arranged for clearance works to be undertaken on Bacton Restricted Byway No. 2.

I am seeking all information held regarding those works. These will include a copy of the relevant works order(s), any other instructions issued to the contractor, the identity of the contractor, and any price quoted or invoice submitted by the contractor. Also, all records of inspections of the relevant ways carried out by officer(s) before and after the works, including the date(s) of inspection and the position(s) within the authority held by the officer(s) inspection.

Information also to include any relevant file notes made by officers, records of relevant internal communication between officers and/or members of the authority, and relevant correspondence received by the council and sent by the council.

I refer to your two requests for information dated 03 March 2018.

 

Please note, you submitted this request via two separate emails. I would
point out the ICOs guidance which states “When a public authority is
estimating whether the appropriate limit is likely to be exceeded, it can
include the costs of complying with two or more requests if the conditions
laid out in regulation 5 of the Fees Regulations can be satisfied. Those
conditions require the requests to be: made by one person, or by different
persons who appear to the public authority to be acting in concert or in
pursuance of a campaign; made for the same or similar information; and
received by the public authority within any period of 60 consecutive
working days. (…) Public authorities can aggregate two or more separate
requests.” I have therefore amalgamated these two requests into one joined
up request as both are on the same topic.

 

I have looked carefully at your request and I am afraid that I am unable
to identify and locate the information requested. I would therefore be
grateful if you could clarify your request. In particular, in respect of
Bacton RB2, you have not provided any details of the time period over
which these works may have been undertaken. Without this information, I
cannot carry out the search for information

 

I would be happy to discuss your request with you if you think that this
would help.

 

Once you have clarified your request, we will be able to process your
request. If clarification is not received by 23 March 2018, I will assume
that you do not wish to continue with your request and will close my file.

I refer to your request for information dated 03 March 2018 and clarified
on 19 March 2018.

 

The search for the information has been completed and I am pleased to
supply you with the following information:

 

You asked for: I understand that your council arranged for clearance works
to be undertaken on Bacton Restricted Byway No. 2.

 

I understand that your council arranged for clearance works to be
undertaken on the following highways: Knapton RB5, Knapton BR4, Knapton
RB11, Paston RB10 and Bacton RB9.  I understand that the works were
carried out during or soon after November 2017.  I was informed, on 9th
November 2017, that a works order had been raised and issued to a
contractor, and that he had scheduled this into his work programme for
later that month.

 

I am seeking all information held regarding those works. These will
include a copy of the relevant works order(s), any other instructions
issued to the contractor, the identity of the contractor, and any price
quoted or invoice submitted by the contractor. Also, all records of
inspections of the relevant ways carried out by officer(s) before and
after the works, including the date(s) of inspection and the position(s)
within the authority held by the officer(s) inspection.

 

Information also to include any relevant file notes made by officers,
records of relevant internal communication between officers and/or members
of the authority, and relevant correspondence received by the council and
sent by the council.

 

On 07 March 2018 I asked: in respect of  Bacton RB2, you have not provided
any details of the time period over  which these works may have been
undertaken. Without this information, I  cannot carry out the search for
information

 

On 16 March 2018 you confirmed: In response to your query about Bacton
RB2.  The clearance works took place during January/February 2018.

 

Please find attached the information that you have requested.
