FOI: 8321366 Clear-Up Project information1. What was the total cost of the Project? 121,7862. How many investigators were engaged? 53. What did they earn? Of the 5 investigators the Council used 4 contractors on a part time basis paid on a daily rate of £500.The lead investigator was a secondee from Central Government and the Council reimbursed the employing organisation the actual cost of their substantive salary. In this latter case the requested information is (or contains) the personal data of other people. Section 40(2) of the Freedom of Information Act sets out an exemption for third party data if disclosure of the information to a member of the public otherwise than under FOIA would contravene any of the data protection principles. The first data protection principles states that we can only disclose the personal data if to do so would be fair and lawful.This means that, if the disclosure would not be fair, the information must not be disclosed. It is considered that the provision of this information would not be fair as the person it relates to would not expect the information to be released in this way. This is an absolute exemption and the information cannot be provided to you.4. Please publish the original unedited final report. The clear up report will be reported to Cabinet on 27th June and full Council on 19th July. The unedited final report and the unedited spreadsheet of the Project Team’s actions upon the 66 complaints will be placed in the public domain when the agendas for those meetings are published.At the present time the information is, therefore, exempt under Section 22 of the Freedom of Information Act in that it is intended for future publication. The application of this exemption is subject to a public interest test, however there is no public interest in circumventing our established democratic processes by prematurely disclosing information ahead of our usual timescales.This email, therefore, constitutes a Refusal Notice under the Act.
5. Please publish all letters to complainants, suitably edited for identity reasons. When the Clear Up Team was disbanded at the end of March 2017 the programme manager handed over to the Council the files which he considered the Council needed to hold. This material comprised the scoping reports and investigation reports of the complaints but does not include correspondence between the Clear Up Team and complainants. Thus, the Council does not hold information of the description specified in the request.6. What complaints were investigated and what were the outcomes? See answer to 4 above.7. Why has the Clear-Up Team not answered FOI requests as they are obliged to?The Clear-Up Team has been disbanded any requests made of that team should be referred to the Council’s Monitoring Officer.

There is some talk about this murder. The Clear Up Project was supposed to investigate this.

Dear councillors and supporters of justice !

I am requesting the justice and legal organisations to support this case and request for an inquiry in to the death of my brother Mogous Abay. I believe this is premeditated murder and relates to Bow neighbourhood in the London borough of tower hamlets where I was working in the housing department. As the attached letter of UNISON confirms it ,my brother was murdered because of mistaken identity. The murderer was after me but unfortunately it was my brother who was in my flat at that time. UNISON office confirms my brother was murdered but they declined to provide me legal support ,although I was a member of unison. The request was made by Tower hamlet branch secretary Derik Ralf who mentioned in his letter to unison of an attempted murder. This is confirmed by UNISON who seems to know more about the murder. I also believe the withdrawal of my legal aid certificate was not legal . The authority involved where trying to cover up by putting me under survilance so that I am not able to get legal remedy for the case. Sleep deprivation was their main means of harassement. I want the justice committee members to look in to this case and recomend for an inquiry .I am very happy that finally I am able to tell the British public what goes on in side some public orgaisations who takes the law in to their own hands. I want the British public to be the Judges of this wrong doing. We live in the 21st UK not the 20th century Polish gehto. I want all justice loving people to join us in the fight agains injustice. 21 years is a long time and it is about time some one takes responsibilty for the execution of my brother. I am very pleased with the support I am getting from ordinary members of UNISON, RMT,GMB NUM,and SU of many of the 250 uk universities. I want the ordinary members of the public to put them selves in my position and support this case for justice.
