Dear Matthew,

Thank you for your request for information dated 8 July 2022 and
concerning information relating to the Trust’s cleaning tender.

This request is being handled under the Freedom of Information Act 2000.

I can confirm that Kent Catholic Schools Partnership holds the information
you requested and I enclose the following information. However, we
consider that an exemption applies to some of the information requested,
which is explained below:

 1. What are the contractual performance KPI's for this contract?

This information is held and attached.  

 2. Suppliers who applied for inclusion on each framework/contract and
were successful & not successful at the PQQ & ITT stages

This information is held. However, we consider that the exemption in
section 43(2) of the FOIA applies to this information. We have been unable
to confirm consent to release this information from the suppliers
involved. Providing this information would likely prejudice their
commercial interests.

 3. Actual spend on this contract/framework (and any sub lots), from the
start of the contract to the current date.

This information is held, however, we consider that the exemption in
section 43(2) applies to this information as disclosing this information
would prejudice our commercial interests by undermining our ability to
maintain a competitive negotiating position. This would prejudice us
because we are duty bound to obtain value for money when we are procuring
goods and services and if we disclose the amount we currently spend on
cleaning services, it would undermine our ability to secure a more
competitive price when we re-tender in future as potential bidders would
be able to take it into account. We also consider that the public interest
in maintaining the exemption outweighs the public interest in disclosing
the information. Whilst we recognise the need for transparency in public
expenditure, on balance, we consider that the public interest in ensuring
that public bodies can obtain value for money outweighs the requirement
for transparency on this occasion.

 4. Start date & duration of framework/contract?

This information is held. The start date of the contract was January 2020
and is for an initial term of 3 years.

 5. Could you please provide a copy of the service/product specification
given to all bidders for when this contract was last advertised?

so, the duration of the extension?

This information is held. There is an extension clause contained in the
contract. It is for a 2 year extension beyond the original contract period
of 3 years.
