Cleaning bus shelters

We're waiting for Gwen Swinburn to read a recent response and update the status.

Dear City of York Council,
In your agreed (sep 22) Enhanced [bus] Partnership Plan ref C-SI CYC wull clean all bus shelters every quarter, with city centre shelters to be cleaned very month. With bus stops without shelters annually, additionally when the timetables are changed.

This all sounds very good but is not my experience.

Please provide the following - all the current contracts with providers re cleaning of bus shelters & maintenance of bus stops without shelters. Also the commercial bus shelter programme contract ( which I generally see in good condition.

Please provide the current service level agreements on the cleansing and maintenance of the shelters and bus stops according to your asserted obligations- and the manager responsible.

Regarding historic abandoned bus stops some 20 years but still in situ - ( eg numerous in the now LTN Groves) , can you provide a schedule including location of all these abandoned bus stops, still with active bus stop signs, and what your policy is to remove these.

Dear Ms Swinburn,

Please see below the response to your enquiry under the Environmental
Information Regulations (EIR).

Regarding bus shelter cleaning please provide:

聽1.聽All the current contracts with providers re cleaning of bus shelters &
maintenance of bus stops without shelters.

The council has no formal contract for shelter cleaning, therefore this
information i snot held.

However, to assist further I can confirm the council does have an
arrangement with Fox Group FM for:

鈥⒙燾lean council owned city centre shelters monthly and our other
shelters quarterly.
鈥⒙爏ome parish owned shelters although other parishes make their own
arrangements.
鈥⒙爓ill also clean any shelter on request, if reported and to the council
鈥⒙爎egularly remove graffiti, replace damaged/defaced timetable cases
etc.

聽1.聽The commercial bus shelter programme contract

As above in point 1.

聽1.聽The current service level agreements on the cleansing and maintenance
of the shelters and bus stops

As above in point 1.

However, the councils contract with JC Decaux who provide a number of the
City Centre Bus Shelters,聽 states that 鈥渕aintenance will be carried out in
such a way that the Equipment and Other Equipment are kept to as high a
standard as reasonably possible.鈥 With all items cleaned once a fortnight.

聽1.聽The manager responsible.

This information is exempt from disclosure under regulation 13 of the EIR,
because it constitutes personal data and disclosure would breach the Data
Protection Act (the DPA).

In this case, we consider that it would be unfair to staff below the level
of Head of Service and not in their reasonable expectations to have their
personal details disclosed in response to this EIR enquiry, which is a
disclosure into the public realm.聽 We have considered if there is any
legitimate interest in disclosure, which would outweigh the individual鈥檚
privacy rights in this case, but we do not consider there to be one.

Regarding historic bus stops Please provide:

聽1.聽A schedule including location of all these abandoned bus stops, still
with active bus stop signs

This information is publically available at the National Public Transport
Access Nodes (NaPTAN). See link below:

You will see for the York area (329xxxxx) there is 1250 registered stops
of which 34 are listed as inactive. However, the council can confirm the
actual number of unused stops is higher than this - perhaps up to 250.
This is because the councils priority is to keep a record that a stop did
exist at a particular location in case we would like to re-activate it in
future and face public opposition.

聽1.聽What your policy is to remove these.

See above in point 5.

formed late in 2022 and the council is working with members to deliver the
objectives of the plan over the next 2.5 years of the Bus Service
Improvement Plan.

I am writing to request an internal review of City of York Council's handling of my FOI request 'Cleaning bus shelters'.

I requested the contracts/ SLA not just an explanation of what you say you have. I would like you to produce the contracts, agreements or whatever you choose to call them ? You state you have two. I assume and would like to see, the exact locations of all the shelters that have contracts, and those that do not. It seems at odds with your Bus grant that certain shelters have no provision. I would also like to identify what part of the shelter infrastructure is included in these contracts.

As you say the council has many abandoned bus stops, left in situ 鈥榡ust in case鈥 surely after 20 years of no buses and an LTN, these old concrete bus stops in the Groves can be marked surplus and removed?

I have now completed a review of how the council has dealt with your
request under the Freedom of Information Act (FOIA)

Your points of review were:

鈥⒙營 would like to see, the exact locations of all the shelters that have
contracts, and those that do not.
鈥⒙營 would also like to identify what part of the shelter infrastructure
is included in these contracts.

Review response:

鈥⒙燩lease see attached a list of the locations of all CYC owned shelters
that are cleaned by Fox Group. CYC owned shelters are cleaned monthly
(city centre) or quarterly (the rest) by Fox Group FM. There is no
written contract. Fox Group invoice CYC quarterly in arrears for the
cleaning they have carried out.
鈥⒙燬ome Parish owned shelters are also cleaned by Fox Group quarterly (we
have included them in the attached for additional info). The Parishes
make their own arrangements for the rest of the shelters.
鈥⒙燩lease see attached the JC Decaux shelters which are cleaned and
maintained by themselves. As advised in your original response
鈥渕aintenance will be carried out in such a way that the Equipment and
Other Equipment are kept to as high a standard as reasonably possible.
With all items cleaned once a fortnight.鈥
