I understand from your response that you do hold an electronic copy of this but are unwilling to send it to me. Please let me know if my understanding is incorrect.
My preferences for the means of communication of this information are as follows, in order:
(1) Electronic copy to this email address
(2) Electronic copy to an alternate email address where what you send will not automatically appear on the web
(3) Posted physical copy
If you are unwilling to follow (1), then please let me know which of (2) or (3) is acceptable to you and I will communicate the necessary details to you from my private email address. If you choose this route, then I also request an internal review of your decision, as I believe that it is unreasonable of you not to give effect to my preference.
Please note that I am not asking you to waive copyright. The FOI act operates under the principle that disclosure to anyone is disclosure to all, and the website I am using to send this request simply provides a simple way of giving effect to this principle, saving people from the bother of asking you for a copy.

Dear Mr Sittampalam,
I refer to your e-mail dated 14 September 2008 requesting an internal
review of our refusal to release and electronic version of the Class
Training Manual.
I have now had an opportunity to review the correspondence surrounding your
information request and to consult with those concerned within SLC. As a
result of my review I can confirm that I agree with the decision made to
issue the requested document in paper format.
As you will be aware the provision of information under the Freedom of
Information Act does not transfer copyright in the information supplied.
Accordingly, the supply of documents under Freedom of Information does not
give the requestor an automatic right to reuse the documents in a way that
would infringe copyright, for example, by making multiple copies,
publishing and issuing copies to the public.
As a precautionary measure to protect the copyright of this document, the
information was provided to you in a paper based format. I acknowledge
that this varies from your request to have the information in electronic
format, however, I feel this is not an appropriate medium in the
circumstances.
I trust that this adequately answers the point you have raised for review.
If you are not content with the outcome of this internal review, you have
the right to apply directly to the Information Commissioner for a decision.

Finally, I note your request that this response to your internal review
should be sent to the e-mail address from which you sent your original
request. On checking the website that this e-mail address originates from I
note that all e-mails sent to and from this address are automatically
published on the internet. I would be of the view that it is potentially a
breach of copyright to publish e-mails in such a manner without having
permission from the organisation sending the e-mail. Therefore, in the
circumstances I will be using the alternative e-mail address you provided
for this and any future correspondence.

Thanks, though the congratulations really belong with whoever made this request originally and also got the "electronic copy" aspect sorted out. I wouldn't even have been aware of the manual if the SLC hadn't refused leading to a DN being issued!

I've got the hard copy of this now. Came with a letter telling me not to copy it and that they would be conducting the internal review I requested.
The content is a mix of fairly boring stuff about how to use software and their internal procedures, as well as a few interesting tidbits about how they deal with deferment applications and the like.
