Our reply to your request is:

Dear T E Harper,

Thank you for your freedom of Information request.

Can you confirm the number of student occupied properties exempt from
paying council tax for the following years and also provide the total
in monetary value of these exemptions for each year.

Can you also provide the same council tax exemptions where possible
for Purpose Built Student Accommodation for the same years where
these may have been calculated separately.  Can you also provide the
total in monetary value of these exemptions for each year.

In order to answer your enquiry we have accessed the information that
is held on the council tax database at the beginning of each
financial year, that is as at 1 April of each of the above years.
These are figures that were recorded at the time of annual billing.

In any given financial year council tax is calculated on 1 April for
the coming financial year, the assumption being that any discounts or
exemptions awarded will be in place until the end of that financial
year.  With this is mind, please note that the data supplied is in
effect a snapshot of the exemptions that were in place at that time.

It will obviously be the case that during any financial year some
discounts and exemptions will no longer be applicable and others that
would not have been included at annual billing stage would come into
effect.  Nonetheless we hope that the information will be what you
require.

We have supplied the number of Class N student exemptions and Class M
student exemptions separately. Class N exemptions are applied where
we have identified that all the residents are students and these can
be in respect of properties that may or may not have been habitually
occupied by student households.  Class M student exemptions are in
respect of properties that we have been able to identify as Halls of
Residences.  These properties are owned or leased by the educational
establishment concerned and the student exemption (Class M) is
applied based on the assumption that it will always be occupied by
full-time qualifying students.

We regret that we are unable to supply any specific data relating to
“Purpose Built Student Accommodation” as we do not hold this
information. Please see below the data we have been able to supply.
