Many thanks for making data available on Stat Xplore. I have a question about the data on "Claims made to Universal Credit".

Does this data include people who were receiving legacy benefits, but switched to Universal Credit because they reported a change in circumstances?

Dear Department for Work and Pensions,

Many thanks for your reply and for the links that you have provided. They were very useful.

However, unfortunately they do not answer my question.

I asked about people who were receiving legacy benefits, but switched to Universal Credit because they reported a change in circumstances. The provided links are clear that these people are included in the datasets "People/Households on Universal Credit" and the "Starts to Universal Credit" datasets, however I am still unclear whether these people are included in the "Claims made to Universal Credit", which counts the number of applications which are made to Universal Credit.
