Clarification on what qualifies as associated hydraulic fracturing

Dear Department for Business, Energy and Industrial Strategy,

I have been told to put my this request to you as I originally asked Oil & Gas Authority

I have just stumbled across this FOI where you explain that despite only 1 stage of a 5 stage
frack being more than 1,000 cubic meters the fact that the total amount of under 10,000 cubic meters means that it does not qualify as fracking...

Yet Jesse Norman speaking in parliament back in March seems to think otherwise

Can you please explain why there is this confusion in what is being said in parliament and
what you say as the department that set this definition in place. Could you please confirm who is correct?
