Clarification on FOI
Dear Oxfordshire County Council,
As per my delayed FOI response https://www.whatdotheyknow.com/request/c..., the County Council has indicated that: "A decision was reached by the monitoring officer to postpone the Cowley consultation until after the pre-election period."
Kindly provide an explanation for the reasoning behind the monitoring officer's choice to implement this delay. Could you confirm whether this decision was made independently by the monitoring officer or involved input from other council members or councilors? If decision to delay consultation were conducted with other councilors, please specify who they are and reasons behind this delay.
Furthermore, I am interested in understanding the process by which the consultation date was determined and the individual responsible for making this decision. Additionally, could you please inform me if any councilor played a role in selecting the consultation date? Should the monitoring officer have engaged with any council members prior to arriving at this decision concerning the date, kindly provide details of the specific councillors who were consulted, along with the nature of their responses with respect to the chosen date.

Our Response
On behalf of Oxfordshire County Council, I apologise for the delay in
responding to your request.
The monitoring officer made the decision so that the consultation avoided
the pre-election period of heightened sensitivity. This was an independent
decision of the Monitoring Officer.
The timescales for engagement, pre-consultation and consultation were set
out by a Cabinet decision of Tuesday 19^th July 2022, available online
[2]here.
The original consultation date was set by the business area responsible
for delivering the work. This was determined by their available resources
to undertake the required work.
