Clarification of visa requirements

The request was refused by Home Office.

Dear Home Office,
I need information about the following concerning visa applications to the UK:
Q1: Does a British citizen who is resident overseas need any kind of visa to do paid work in the UK on either a short term or long term basis?
The rest of this request applies to a person who is not a British citizen:
Q2: Is it possible to switch to another visa from a general visitor visa while in the UK?
Q3: The family visitor visa has more onerous requirements than a general visitor visa. In what way is it more beneficial for a family member to apply for this visa to visit their family in the UK?
Q4: Can you switch from a Tier 5 (Temporary Worker - Charity Worker) visa to any other visa while in the UK?
Q5: If on a Tier 5 (Temporary Worker - Charity Worker) visa, can the agency where you volunteer reimburse your living and other necessary expenses even if they cannot pay you?
Q6: What is a settled person for the purpose of the Visa to Join family living permanently in UK? The information guide reads as if it applies equally to British citizens anywhere as to settled persons in the UK. Can an overseas British person who has previously settled in the UK from a work permit and then obtained British citizenship qualify as a settled person when they return to the UK?
Q7: Can a person get a visa to Join family living permanently in UK if they plan to stay less than 6 months?
Q8: Can someone who has left the UK qualify as settled in the UK by virtue of having settled there earlier from a work permit and gained British citizenship, even if they are not currently resident in the UK?
