Dear Stoke on Trent City Council,

Thank you for your response to FOI 72782 .
I appreciate your comments regarding the duty of care that you have to your employees.

Your response however make no reference to any request i initially made for ;

1) Set up or exit costs for the project (I had asked at (1F ) for them to be provided as a lump sum as a minimum) .

2) Annual operating costs for any central office costs, rent, rates, heating, insurances etc
(none are shown in your table)

3) Employee costs for support services , finance,IT,Human resources, legal, procurement
corporate services, consultancy fees etc .(none are shown in your table)

4) The estimated number of abortive visits made over the duration of the project , the
accumulated estimated lost time and what income was recovered if any from those
abortive visits.

Could you also please clarify ;-
4) What elements are included in "other" under table B ?
5) Would "other" partly cover car allowances, fuel paid etc and if not what were the annual
costs?

Finally the NI & superannuation costs provided for 2014/2015 appear incorrect.
Please could you recheck and advise the correct figures.
If these figures are correct as a result of self employed officers being used could you confirm this to be the case and have those self employed costs been allowed within the table?
Yours faithfully,
Mr H Jackson

Dear Mr Jackson

SOT72782 Freedom of Information Internal Review regarding your request for
information about Selective Licensing

Having received your request for an internal review the Council has now
reviewed its original decision regarding your request for information
about Selective Licensing areas for Tunstall. We apologise for the delay
in replying to your review which is a result of high work volumes within
our Team.

We can confirm that your Review has been upheld in part. Please find our
explanation for this below.

Your request

Please see attached (first attachment).

The Council’s response to your request

Please see attached (also contained within first attachment).

Your Internal Review

I appreciate your comments regarding the duty of care that you have to
your employees.

Your response however make no reference to any request i initially made
for ;

1) Set up or exit costs for the project (I had asked at (1F ) for them to
be provided as a lump sum as a minimum) .

2) Annual operating costs for any central office
costs,rent,rates,heating,insurances etc

(none are shown in your table)

3) Employee costs for support services , finance,IT,Human resources,
legal, procurement

corporate services, consultancy fees etc .(none are shown in your table)

4) The estimated number of abortive visits made over the duration of the
project , the

accumulated estimated lost time and what income was recovered if any from
those

abortive visits.

Could you also please clarify ;-

4) What elements are included in "other" under table B ?

5) Would "other" partly cover car allowances, fuel paid etc and if not
what were the annual

costs?

Finally the NI & superannuation costs provided for 2014/2015 appear
incorrect.

Please could you recheck and advise the correct figures.

If these figures are correct as a result of self employed officers being
used could you confirm this to be the case and have those self employed
costs been allowed within the table?

Internal Review Investigation and Findings

The City Council has now completed an Internal Review of your request for
information. As part of this Review we have fully considered your request
and the information that was provided to you. We have also spoken with the
Strategic Manager for Private Sector Housing and obtained further
information from her. As a result of this review it has been identified
that the information provided to you in an excel spreadsheet in our
previous response was incorrect, we apologise for this, which was due to
an error in extracting the information from the system, please see
attached correct information. Please see below our response to you. I can
confirm that the City Council does not hold information in regards to
abortive visits.

1) Set up or exit costs for the project (I had asked at (1F ) for them to
be provided as a lump sum as a minimum) .

a)    Please see attached spreadsheet, Table A provides the CIPFA
categories as requested. Lines 5DD, 5DE and 5DF are the sum of the set up
costs = £30,600

b)    As per our previous reply, there were no exit costs.

2) Annual operating costs for any central office costs, rent, rates,
heating, insurances etc (none are shown in your table)

3) Employee costs for support services , finance, IT, Human resources,
legal, procurement, corporate services, consultancy fees etc .(none are
shown in your table)

To clarify, the City Council only charged for staffing costs. Please see
Table B which shows annual operating costs and employees costs.

4) The estimated number of abortive visits made over the duration of the
project , the accumulated estimated lost time and what income was
recovered if any from those  abortive visits.

As advised in our previous response, none were undertaken. A productive
hours analysis, which would include abortive visits was not undertaken so
we do not hold any information to provide to you in regard to this.

Could you also please clarify :-

4) What elements are included in "other" under table B ?

5) Would "other" partly cover car allowances, fuel paid etc and if not
what were the annual costs?

The other category is for transport related costs, e.g. Mileage.

Finally the NI & superannuation costs provided for 2014/2015 appear
incorrect. Please could you recheck and advise the correct figures.

If these figures are correct as a result of self employed officers being
used could you confirm this to be the case and have those self employed
costs been allowed within the table?

Please accept our apologies, the data enquiry that was run on the system
appears to not have downloaded all of the 2014/15 full year’s expenses in
relation to N.I, Superannuation and Other. This has now been rectified and
a new table provided. Please see attached.
