Clarification of claims made by Kent Councillor with regards to home educated children

Dear Department for Education,

I quote Gary Cooke, Deputy Cabinet Member for Education, Learning & Skills at Kent County Council.

"I don’t think any specific statute has been identified as yet, but Michael Gove as Secretary of State for Education has made it clear that he intends to introduce a requirement whereby home educated children will be linked to a school and their academic achievement will contribute to the schools results. Rightly or wrongly I believe that will mean an assessment based on exam results."

1. Could you please clarify whether Mr Gove has, in fact, made it clear that he intends to introduce the requirement mentioned.

2. If so, could you please provide links to the documentation in which Mr Gove states his intention to introduce such a requirement.

3. If the answer to question 1 is yes, when will the public consultation take place?

4. If the answer to question 1 is no, does the DfE intend to set Mr Cooke straight so that more home educators are not misled by Kent County Council?

Dear Ms Dillon ,
Thank you for your email of 22 January 2012, regarding home educated
children and claims made by Kent LA.  

The position on home education has not changed and it remains that
Ministers are still considering in detail the policy for home education
and whether any changes need to be made to the existing arrangements.

I don't usually give up so easily but I felt it was a bit pointless pursuing a department which seemed incapable of answering simple yes/no questions. Must try harder!
