Clarification of allowed absence

The request was refused by Home Office.

Dear Home Office,

I am writing this request to clarify the allowed absence in the UK during the 5 year qualifying period on a tier 2 visa prior to applying for ILR. Is it a total of 180 days only for the whole 5 years or 180 days allowed out of the UK for EACH year?
