Clapham Park Road - Signs 953 on Traffic Lights

Dear Transport for London,

At the junction of Clapham Park Road and Abbeville Road in Lambeth, Signs 953 have been placed on the traffic lights in the east bound filter lane.

Please can you send me copies of the documentation showing who requested these signs to be erected, why they were erected and the authorisation and instructions for their erection.

Can you also provide the documentation showing why TSRGD Act 2002 was not complied with concerning the minimum size of the Signs 953, why the mandatory Sign 953.2 was not used and why the road markings associated with Sign 953 (Diagram 1048.3/1048.4) was not used.

responsibility of the London Borough of Lambeth and they would therefore
hold any information relating to the traffic order and signage. You may

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Transport for London's handling of my FOI request 'Clapham Park Road - Signs 953 on Traffic Lights'.

You have referred me to Lambeth Borough Council, however, I have previously requested this information from Lambeth Borough Council and they have told me that the signs 953 on the Traffic lights were erected by TfL and are a TfL responsibility. I have received a communication about these signs from Mr Peacock Customer Service Adviser Transport for London Customer Services. The signs have now been covered up because they were incorrect and I assume that this has been done by TfL if you are responsible for them.

Can you therefore please re-check your information with the responsible TfL department and respond to my questions in the FOI request.

Dear Mr Dawson

 

I am contacting you regarding the internal review of your request for
information concerning Clapham Park Road.

 

This review has been carried out by an independent panel following your
email of 16 December 2015 regarding the response provided to your Freedom
of Information request.

 

The panel have reviewed the correspondence held in relation to your
original FOI request (FOI-1682-1516) and spoken to a Principal Engineer
within our Asset Management Directorate and we can confirm that this is
indeed a borough road. Therefore all static signing, markings of bus lanes
on this road, authorisations and decisions are the responsibility of the
London Borough of Lambeth (LB Lambeth) and not Transport for London (TfL).
By way of further explanation our Principal Engineer, Brian Hodgson, has
provided the following:

 

‘The bus lane runs all the way up to the signals and at the signals there
is an exclusive movement and lane where only buses can turn. General
traffic is not allowed in the bus lane and it is physically segregated.
The signs that Mr Dawson refers to are the small signs with the bus symbol
directly under the signals in the bus lane. TfL did install and are
responsible for these small signs only, however they were erected on
instruction from LB Lambeth and as part of their Traffic Order therefore
any documentation relating to the authorisation of these small signs would
have been created by LB Lambeth as part of that Traffic Order. Currently I
am arranging to get these removed as whilst they are prescribed signs the
size they are is not permitted’.

‘The Bus lane commences on the approach to the signals and from the point
where it is signed right to the island there is a solid line meaning
general vehicles cannot enter the lane’

‘The static signs on the footway were not erected by nor are they
maintained by TfL , this along with the markings are LB Lambeth’s
responsibility , also TfL are not responsible for enforcing the bus lane.
