Claiming Council Tax Support when claiming Universal Credit

Dear Department for Work and Pensions,
I always understood that when claiming UC, a claimant must make a separate claim for help with Council Tax from the LA.
However I have seen on Manchester City Council's website, on their page:

"If you are making a new claim for Universal Credit it will count as a Council Tax Support claim as long as you say you want to claim Council Tax Support at the same time. If your Universal Credit claim is refused you will then have to make a separate claim for Council Tax Support. "

Please provide me with any public or internal guidance or regulations that say that a claim for UC "counts as" a claim for CTS, as they suggest.
