Civilians being Honoured in the Military Division

Ministry of Defence did not have the information requested.

Dear Ministry of Defence,
Please may I have all documents, legal advice and guidance showing how uniformed Cadet Force Adult Volunteers (who, despite wearing uniform, are all civilians and not part of any of Her Majesty's Armed Forces-prior to the 2017 introduction of the Cadet Forces Commission officers in the Air and Army cadets were reservists, though SNCOs were always civilians) are eligible to be appointed to the Military Division of the Most Excellent Order of The British Empire?

2. May I also have any documents as above relating to discussions about amending the statutes to better recognise cadet force adult volunteers?

If answering both questions would result in too much time/money for you to respond then please deal with 1. alone.

Yours faithfully,

Robert
