Dear Office of Qualifications and Examinations Regulation,
Your department is advertising the following jobs externally:
Regulatory Development Managers (2 posts)
Entry and Exit of Qualifications Manager
Entry, Exit and Enforcement Manager
Considering there is a civil service wide recruitment freeze due to the government job cuts within public services – why are these generalist roles being advertised externally? The Cabinet Office indicate that under the recruitment freeze only specialist roles can be advertised externally. Please explain in detail what specialist skills are needed to successfully meet the requirements of the posts advertised above.
Please clearly explain the process you went through that enabled you to justify that the above posts are not suitable for people within the civil service who may be facing redundancy? Who within central government gave you permission to advertise these roles externally? Please provide written evidence that permission was sought before your department made the decision to advertise the above roles externally.
Do you have a staff development framework? Please explain and supply all written policies, procedures and frameworks that you have in place that are used to develop the expertise of internal staff? How do you encourage internal staff to apply for in-house promotional roles? What types of development opportunities are available for internal staff? Please provide written evidence of the total amount of funds spent on developing and training in-house permanent members of staff over the last three years.
Please provide in detail the following figures in writing:
The total amount of public funds spent on each contractor hired from September 2011 - December 2012. Please include the day rate/hourly rate per contractor hired from September 2011 - December 2012 and the start and end date of each contract - including job title.
The total amount of public funds spent on each temporary member of staff from September 2011 - December 2012. Please include the day rate/hourly rate for each temporary member of staff from September 2011 - December 2012 and the start and end date of each temporary employment - including job title.
The total amount of public funds spent on each interim staff member from September 2011 - December 2012. Please include the day rate/hourly rate/monthly rate for each interim from September 2011 - December 2012 and the start and end date of each interim contract - including job title.
