Civil Penalties for Littering from Vehicles Outside London - Highways England

Response to this request is long overdue. By law, under all circumstances, Department for Environment, Food and Rural Affairs should have responded by now (details). You can complain by requesting an internal review.

Please provide me with copies of any correspondence with Highways England prior to the introduction of the Littering From Vehicles Outside London (Keepers: Civil Penalties) Regulations 2018 on the subject of whether or not they wanted to be included as a litter authority for the purpose of the regulations.

Your Resources and Waste team headed by Chris Preston should hold this information.

Please include communications generated by DEFRA and by Highways England.
