Dear Sheffield City Council,

I am currently undertaking some research into employment of Civil Parking Enforcement Officers in the region.

Is any of your Civil Parking Enforcement outsourced?
If yes, please provide the name of the company you have outsourced to, and what services they do for you (ie. off street and/or on street, etc).

If some or all of service still remains in-house, please continue with these questions (questions are only relevant to in-house services):

1. Please provide a general structure chart of your civil parking enforcement team. To include job title, number of FTEs, and pay grade from Head of Service downwards.

2. Please provide the job description for your Civil Parking Enforcement Officer role (or equivalent).

3. Do you currently have any vacancies within the civil parking enforcement team, or are likely have some soon (eg. due to retirement or notice from resignation)? If yes:
a. For which job roles?
b. When are they likely to be advertised? Will this be externally?
c. Where will the job be advertised, or resourcing sourced? (ie. on the Sheffield Council job site, or through a recruitment agency?)
d. What would the format of the interview consist of (eg. written task, analytical task, spoken interview, psychometric testing, etc), of if this is not known, what have previous interview formats consisted of?

4. Over the next year, is there any plans to expand or reduce the size of the team? If yes, please briefly explain.

5. Have you ever had any issues successfully recruiting for the Civil Parking Enforcement Officer (or equivalent) role? If yes, please briefly explain.

6. To what extent would having an unspent criminal record impact being offered and interview or the role on successful interview for a Civil Parking Enforcement Officer (or equivalent)?

a.      For which job roles? –  Senior Civil Enforcement Officer, Civil
Enforcement Officer
b.      When are they likely to be advertised? Will this be externally?
The Senior Civil Enforcement officer is advertised week commencing 2 Oct
2017. The date for the Civil Enforcement Officer is to be confirmed.
c.      Where will the job be advertised, or resourcing sourced? (ie. on
the Sheffield Council job site, or through a recruitment agency?) The jobs
will be advertised on Sheffield City Council’s jobs page
d.      What would the format of the interview consist of (eg. written
task, analytical task, spoken interview, psychometric testing, etc), of if
this is not known, what have previous interview formats consisted of?
Spoken interview and written assessment

 4. There are no current restructures taking place
 4. This is not a request for recorded information and therefore we do not
hold any information in this regard.
 4. The Council recognises its social responsibilities and position within
the local community. We appreciate the important role that continuity
of employment can play in the rehabilitation process of ex-offenders
when matched with appropriate posts.

The Council recognises the contribution that ex-offenders can make as
employees and volunteers and welcome applications from them. The specific
details of each ex-offender’s case will be considered on an individual
basis. In each instance we will review the individual’s ability to meet
the skills and experience requirements of the post and assess the impact
of their criminal record upon the needs of the post. A criminal record
with not debar that person from being appointed to the post, where those
offences are not relevant to the role.
Applicants are asked to declare whether they have any unspent convictions,
cautions or warnings as part of their application.  If the individual is
shortlisted, we will ask them for details about any unspent convictions at
interview, to assess whether this is relevant to the role.
