'City Watch'
Dear Sir or Madam,
Community Safety encompasses the Street Crime Wardens (Now
Environmental Enforcement Officers), Patrol and Response Officers
and other support staff. Please will you provide me with the
following information?
(1) What vetting procedures are the above staff subjected to, given that they are in daily contact with children and other vulnerable individuals.
(2) Since the conception of the above service, has there ever been any known instances where an officer has been convicted of a sexual offence, which subsequently led to that individual being convicted, thus being dismissed or having to resign from his / her position?
(3) Please tell me how much funding did the above service receive initially? Who funded the service? Was Kensington and Norris Green covered by this funding i.e. have the Street Crime Wardens always patrolled these areas?
(4) If the above service wanted Internal Audit to investigate individuals within its own service, would they be charged a fee by Internal Audit, for doing so?
(5) Between 20th September 2006 and 20th September 2009 what was the total amount paid to Internal Audit by the above service to carry out investigations on its own staff?
(6) Has there ever been any instance where Community Safety has received a complaint of racial abuse by a Street Crime Warden against a member of public, for example, a Big Issue Seller. If so, how many complaints were made?
(7) Are any of the above staff, members of the Special Constabulary? Have any of the above staff ever served as a member of the Special Constabulary whilst serving as a Street Crime Warden or a Patrol and Response Officer?
(8) A GMB Trade Union Convener represents the interests of many of the above staff. Who pays the conveners wages? If the council pays the wages, then whose budget covers his/hers wages i.e. is or was it ‘City Watch’?
(9) Between 20th September 2006 and 20th September 2009 how many grievances did staff from City Watch submit? How many of those grievances went in the favour of the complainant?
(10) In 2007, I believe that a file containing several hundred-witness statements, which held confidential information such as contact details of offenders, went missing from Central Library. Street Crime Wardens temporarily based at this location placed copies of statements they had produced in relation to environmental crime offences in this file. Was this file ever retrieved?
(11) Have Street Crime Wardens always been employed directly by the City Council? What salary are the wardens paid? Has there ever been an instance
where Street Crime Wardens were recruited from a private security company? If so, were these individuals paid the same salary as those employed by the council? What training did they receive? Were they CRB vetted? If employed by a private security company, did they carry out enforcement duties?
Were Street Crime Wardens expected to carry out first aid duties on members of the public? If so, did every warden receive training in this subject?

Thank you for your response of 2nd December. Unfortunately, not all of my questions have been answered satisfactorily. This maybe because I have not been specific enough. I should be most grateful if you could expand further on a few of the questions asked.
QUESTION 3b. You state that the Home Office funded the service. Which department or service within the Home Office provided the funding?
QUESTION 3c. What was the 'limited' amount of work that was carried out in Kensington? Did Street Crime Wardens patrol this area?
QUESTION 5. If City Watch did not engage Internal Audit to carry out investigations on its own staff between the dates listed, did any other department or service engage Internal Audit to carry out investigations on Street Crime Wardens or Environmental Enforcement Officers as I believe they may now be known?
QUESTION 8b. I note you failed to answer this question. Which department or service pays the GMB Trade Unions Conveners wages i.e whose budget covers his or hers wages? This is the convener who represented the interests of Street Crime Wardens and Patrol and Response Officers between the dates listed.
If only 'some' of the wardens carried out first aid duties, would I be correct in assuming that only designated individuals carried first aid kits whilst on uniformed patrol?
