City Regional Transport Settlement 1 and 2 scheme meetings
Dear Department for Transport,
I would like to make a request under the Freedom of Information Act.
1. In Transport Questions House of Commons Monday 18 October, the Secretary of State Mark Harper said he had discussed with the Mayor of South Yorkshire Oliver Coppard, and Oliver's officials and Transport officials have been working through the details.
Can you confirm how many times has Mark Harper and/or any officials in the Department for Transport met to discuss the extra £900m available as a result of the cancellation of HS2, and if possible, provide any details, minutes or correspondence related to any of these meetings.
2. Can you provide the full policy detail for CRSTS2 detailing the eligibility criteria?
3. Can you confirm, how and what monies can be used at the discretion of the South Yorkshire Mayor for the reinstatement for Doncaster Sheffield Airport in relation to CRSTS2?
4. In relation to CRSTS1 and CRSTS2, can you confirm the flexibility to defer or bring forward spending under Treasury rules. I am particularly interested in the flexibility in long term capital projects, the possibility of a budget swap
Eg if a Combined Mayoral Authority has a £100m underspend, can this CRSTS1 underspend be deferred into CRSTS2 and bring forward a CRSTS2 project into CRSTS1 in its place, a net nil cost as detailed in HM Treasury Budget rules

Is the wider Network North budget (outside of CRSTS2 settlement) available to be used for Doncaster Sheffield Airport, or is this area of policy restricted to better connectivity for local transport, road and rail, and does not include regional airports?
Can you provide a copy of the wider policy area with the policy detail to exactly what the intention of the Network North policy is?

The Department holds information that falls within the terms of your
