City of London Councils current policy on bus/tram, lane/gate enforcement on Christmas Day?

David Blythen made this Freedom of Information request to Common Council of the City of London

This request has been closed to new correspondence from the public body. Contact us if you think it ought be re-opened.

The request was successful.

Dear Common Council of the City of London,

I wish to know if you 'enforce' bus/tram, lanes/gates on Christmas Day, when no buses or trams (whichever is applicable) are in operation?

I am asking this same question to a number of Councils across the UK to find out what their policy is on enforcing contraventions on Christmas Day?

Yours faithfully,

David Blythen

COL-EB-InformationOfficer, Common Council of the City of London

Dear Mr Blythen,

FREEDOM OF INFORMATION ACT 2000 (FOIA) - INFORMATION REQUEST

The City of London (CoL) acknowledges receipt of your request for
information of 24 October 2017, below.

Public authorities are required to respond to requests within the
statutory timescale of 20 working days beginning from the first working
day after they receive a request. The Act does not always require public
authorities to disclose the information which they hold.

The FOIA applies to the CoL as a local authority, police authority and
port health authority. The CoL is the local and police authority for the
“Square Mile”, ie the historic City of London, and not for London as a
whole. Please see the following link to a map on the CoL's website, which
shows the area covered:

The CoL does have some functions, including Port Health Authority
functions, which extend beyond the City boundary. For further information
please see: [2]www.cityoflondon.gov.uk.

DBE - Information, Common Council of the City of London

Dear Mr Blythen,

FREEDOM OF INFORMATION ACT 2000 (FOIA) - INFORMATION REQUEST

Following your request for information of 24 October 2017, and our
acknowledgement of the 25 October 2017, the City of London (CoL) responds
as follows.

The City of London’s Traffic Management Orders provide that it is a
contravention to drive in a bus lane on Christmas Day; where the relevant
Christmas Day falls on a day restricted by the sign (e.g. Monday to
Friday) or if the bus lane applies at any time (i.e. 7 days per week).

As Transport for London buses do not currently run through the Square Mile
on Christmas Day, the City of London exercises its discretion and chooses
not to take enforcement action against vehicles driving in bus lanes.  We
may however still enforce against a vehicle parking in a bus lane as they
typically have a ‘no stopping at any time’ parking restriction.

If there were a significant change in future (if Transport for London
starts running a full bus service on Christmas Day) the City of London may
revisit its policy in this regard.

The CoL is the local authority for the “Square Mile” only, ie the historic
City of London, and not for London as a whole (which is covered by over 30
borough councils and Westminster City Council). Please see the following
link to a map on the CoL's website, which shows the CoL’s local authority
area :
