FREEDOM OF INFORMATION ACT 2000 (FOIA) - REQUEST FOR INFORMATION

The City of London (CoL) acknowledges receipt of your request for information of 11 August 2021.

Public authorities are required to respond to requests within the statutory timescale of 20 working days beginning from the first working day after they receive a request. The Act does not always require public authorities to disclose the information which they hold.

The FOIA applies to the CoL as a local authority, police authority and port health authority. The CoL is the local and police authority for the "Square Mile", ie the historic City of London, and not for London as a whole. Following your request for information of 11 August 2021 and our
acknowledgement on the same date, the City of London (CoL) responds as
follows:

 

City of London – Architectural Framework

 

 1. Suppliers who applied for inclusion on each framework/contract and
were successful & not successful at the PQQ & ITT stages?

We have not finalised the Selection Questionnaire (SQ) stage as yet and at
this point cannot confirm the suppliers progressing to ITT.

 

 2. Actual spend on this contract/framework (and any sub lots), from the
start of the contract to the current date?

Due to the awarded status, no contracts have been let. However the
advertised estimate value for the duration (4 years) and across 4 lots
will be £20,000,000.

 

 3. Start date & duration of framework/contract?

The Start date is yet to be determined, however the duration will be 4
years only.

 

 4. Could you please provide a copy of the service/product specification
given to all bidders for when this contract was last advertised?

There will be specific specifications advertised for each requirement, the
scope included in the Framework for Architectural Services is as follows.

This Framework will have 4 Lots, 10 bidders for each Lot carried forward
from the SQ Stage will bid for each lot which will be tendered
individually, the maximum number consultants selected will be 6 per lot.

The City occupies and operates accommodation that exceeds over 800
properties at the following geographical locations:

•             Square Mile

•             West End

•             East London

•             North London

•             Epping Forest

•             Buckinghamshire

•             Surrey

•             Heathrow

•             Thames estuary

 

That accommodation includes corporate offices, school, housing, police,
income generating investment property, market and commercial, theatre and
concert hall spaces and other individual property assets associated with
City Open Spaces and built environment at locations across wider London
region.

 

The City owns and manages several housing estates most of which are
outside the Square Mile.  The City has in place a policy to deliver 3,700
new homes over the next ten years.  The policy has identified plans to
develop around 700 new homes on the Corporation’s existing social housing
estates and a further 3,000 homes on other sites owned by the Corporation.

The City carries out projects associated with its estate and is putting in
place a Framework for Architects to design those projects.  This framework
is suitable for SMEs who will be able to provide a personal, high quality,
adaptable and agile services and have experience of working on similar
project types and values.  There will be four bands of projects:

•             Lot 1:     Architectural services for projects with a
construction value up to £6 million

•             Lot 2:     Architectural services for projects with a
construction value over £6 million

•             Lot 3:     Architectural services for interior fit out type
projects

•             Lot 4:     Architectural services for historic and
conservation projects

 

No more than six consultants will be appointed to each Lot.  Bidders may
tender for all lots, but Consultants will be appointed to no more than two
lots.

 

It is estimated that the framework will be in place in February 2021 and
will run for a period of 4 years.

The total value of spend which may arise for the Consultancy services over
the life of the Framework is based on an estimated fee value as indicated
below ‘Works Projects’ per annum for the life of the framework.  These
values are not guaranteed, will vary on annual basis depending on the
City’s programme of works and available funding.

 

The Service will be for construction projects.

 

By the nature of the City’s Estate the type of projects undertaken are
quite varied and could include new build and refurbishment including works
to existing buildings and offices, corporate properties, education,
housing and infrastructure including the City’s bridges.

 

 5. Is there an extension clause in the framework(s)/contract(s) and, if
so, the duration of the extension?

It is envisaged the framework will not be extended past its 4 year usual
tenure as special dispensation is sought.

 

 6. Has a decision been made yet on whether the framework(s)/contract(s)
are being either extended or renewed?

It is envisaged the framework will not be extended past its 4 year usual
tenure as special dispensation is sought. A decision will be made on
retendering the Framework toward the end of its tenure.

 

 7. Who is the senior officer (outside of procurement) responsible for
this contract?

Currently the contract will be managed by the City Procurement Team.
Individual contracts through the framework will be managed locally within
the client teams.
