Tom, I was looking for something similar earlier in the year. An informal request to the foi@edinburgh.gov.uk "do you maintain FOI/EIR disclosure logs? I couldn't find any on the council website" got this response:

"You have asked for details about a FOI/EIR disclosure log. At this point in time the Council does not maintain a central, publicly available register of replies made to information requests."

I never did follow this up... The reply does indicate an internal log is maintained, so should be available in response to your request.

Hi Lee, thanks for letting me know that. I would like to see if it is possible to construct a complete FOI log, and perhaps see if active citizens or interested journalists could put it together, plug gaps, link to available data that has been published, and, of course, identify potential stories.

We'll see how it goes!

 Thank you for your request for information which has been dealt with
under the terms of the Freedom of Information (Scotland) Act 2002.
Unfortunately  the Council is able to meet only part of your request,
namely information from 25 May 2009. Please note that, with regard to the
information requested prior to 25 May 2009, this constitutes a formal
refusal notice under section 17 of the Freedom of Information (Scotland)
Act 2002 that this information is not held.

In addition, please note that some of the subject fields are blank. Until
recently, there was no requirement to complete this field as part of the
routine logging of a request. This information can be retrieved if
required but this would involve looking at each file individually and
there would be a cost involved with this. Please let me know how you wish
to proceed.

 
Please note that personal information has been redacted in terms of
Section 38(2) of the Act as it constitutes personal data. Personal data
means data which relate to a living individual who can be identified from
those data. We consider that the release of this information would breach
the first data protection principle, that of fair processing, as it would
not be fair, or expected, for the personal data of non-senior staff to be
released into the public domain. Please note that in terms of section 16
of the Freedom of Information (Scotland) Act 2002; this is a formal notice
that the information requested is not being provided.
