Thank you for your recent request for information which I have enclosed
below for ease of reference. Your request has been treated in accordance
with the Freedom of Information Act 2000 and/or the Environmental
Information Regulations 2004.

Your Request: REQ10623

I can confirm that we hold information that falls within the scope of your
request. The answers to your questions have been provided in Red Text
below.

Please could you send the in service risk assessments for the Newport city
footbridge.

There are no specific risk assessments for 3759 Newport City/ River Usk
Footbridge. There are several reasons for this, and they are as follows:

• A generic risk assessment is carried out prior to and during each
inspection because of the changing nature of the surroundings at this
and other tidal bridges. Silt levels, water levels, water flow rates,
debris, vandalism, weather, drugs paraphernalia and other things can
make each visit extremely different than the last meaning that a
specific risk assessment could be misleading and as such give a false
sense of security;
• The key structural elements of this bridge are almost entirely
inaccessible or even visible to the structures team and so outside
contractors / consultants must be brought in to carry out inspection
and maintenance of the structure therefore there is no risk to NCC
employees.
• Each contractor and consultant are responsible for carrying out their
own risk assessments.
• For general inspections many of the structural elements can be viewed
using binoculars or magnified photography, which satisfies inspection
protocol. Individual risk assessment would be carried out to suit
conditions at that time.
