On the 29^th April 2021 you made the following request for information,
which has been dealt with in accordance with the provisions of the Freedom
of Information Act 2000.

We have understood your questions to be in relation to the ongoing
commercial roll out being undertaken by City Fibre in Crawley. We have
answered the following questions for which WSCC is the data owner.

1. Can you publish any contract that exists between WSCC and the above?

West Sussex County Council (WSCC) does not have a contract in relation to
the CityFibre/Lanes commercial roll out that is ongoing. CityFibre and
their sub-contractors are a utility company and are therefore able to
install or maintain their apparatus under the New Roads  & Street Works
Act (NRSWA).

2. Can you publish all communication between WSCC and the above?

WSCC does not have a contract in relation to the above and therefore does
not have communication in relation this.

3. Can you publish any and all of the regulations pertaining the granting
of work on the highway by the above?

4. Can you publish all requirements made by WSCC to the above contractors?

This is detailed within the WSCC permit scheme which can be found at the
above address. Each permits’ own unique merits are considered as part of
this process and any additional conditions that could be added would be as
per the HAUC guidelines.

5. How many foreign nationals are employed on the Crawley contract?

WSCC does not hold information relating to this and this question would
need to be answered by the contractors in question.

6. What effort has been made to employ UK citizens?

WSCC does not hold information relating to this and this question would
need to be answered by the contractors in question.

7. Has WSCC established that all foreign nationals are in possession of
valid work visas?

WSCC does not hold information relating to this and this question would
need to be answered by the contractors in question.

8. Who made the necessary enquiries to establish valid work visas?

WSCC does not hold this information and this is not a requirement of the
WSCC permit scheme.

WSCC does not hold contact details for Lanes. This question should be
posed to CityFibre as we understand that Lanes are contracted to work for
CityFibre so they may be able to share their contact details.

I am writing to request an internal review of West Sussex County Council's handling of my FOI request 'City Fibre/lanes Crawley Fibre Optic Contract.'.
Your response has been woefully inadequate and for a County Council very amateurish.
You should have contact details for Lanes.

Contact details there. I think the response was perfectly adequate as the info you say they should have is easily found online without having to submit an FOI
