City Council Decision Making

Waiting for an internal review by City of York Council of their handling of this request.

Dear Foi

The law provides that the Council publishes agendas, minutes and background reports upon which they rely for all decisions made by members and officers.

Consequently it came as a surprise to me that formal reports are being sent to a so -called Leaders’ group, which is not articulated anywhere- who is on it, how often it meets, its purpose and its decision making role.

Had I not seen this report which was allegedly presented to the April 2018 Leaders’ meeting ( pg 134) I may not have understood that these meetings do make decisions and accordingly should be recorded in some form.

Although the Director Responsible was Director Floyd it seems he did not elect to take responsibility for this report- perhaps he knew it should have gone to A&G)

Please provide the agendas and minutes for the leaders meetings of March April and May 2018. Redacted as needed. Please ensure the minute that allegedly gave Mary Weastell permission to publish her social media policy. I have been told members refused to support it.
