Dear Oxfordshire County Council,

It is a matter of public record that Oxfordshire Liveable Streets produced plans create a low traffic neighbourhood in Florence Park, and were also involved in plans (later adopted) to create another LTN around Divinity Road.

In light of the above, I also want to discover what role Oxfordshire Liveable Streets played in the development of additional LTNs in Church Cowley and Temple Cowley, later adopted by Oxfordshire County Council. Please therefore provide me with all correspondence between Oxfordshire Liveable Streets (specifically Danny Yee and / or Scott Urban, but also anyone else from this organisation) and OCC councillors and staff, specifically in relation the creation of LTNs in Church Cowley and Temple Cowley (and, in particular, the design of the scheme - i.e. location of the planned LTN traffic barriers).

To keep the scope of my enquiry manageable, I am particularly interested in correspondence relating to the design of the planned LTNs in Church Cowley and Temple Cowley between OLS and Yvonne Constance, Patrick Lingwood, Susan Halliwell , Naomi Barnes, and Craig Rossington from OCC, between April 2020 and November 2020.

This enquiry is made in advance of planned litigation against OCC by Oxford residents regarding the legality of the decision to make the Cowley LTNS permanent. I would therefore suggest that you err on the side of fullest possible disclosure of borderline materials, and also cooperate generally with this request.

Please contact me if you require further limitations of the scope of this enquiry in order to keep it in budget. I will consider reducing its scope further if required.
