Dear Wirral Borough Council,
I shall be grateful if you will direct me to the Report published today and the appropriate Committee documents that preceded it and those relating to review of Council's procedures consequential to the Report.

Yours faithfully,

You are a complete time-waster. Your ridiculous scatter-gun requests only serve to delay reponses to legitimately posed questions. You clearly have absolutely nothing better to do with your time judging by the volume of requests. I would be absolutely fascinated to know what you have done with the information given to you by WBC, my guess is absolutely nothing. The fact you have now turned your facetious and pointless requests to the tragic case of Chloe Fletcher demonstrates clearly what a disturbed individual you are. There is no love lost between myself and WBC and I would argue that my concerns with the Council are a sight more tangible than yours, but if I were them, I'd tell you to get lost and to stop wasting their time. Whilst no one is obligated to explain the reasons for making a request under FOIA, perhaps you'd be willing to explain to the users of this site why your 142 requests range from sea flood modelling to public car parking to Bailiffs to the directorial recruitment process to the sponsorship of Tranmere Rovers.

I know exactly what I am doing with my requests. They each have a purpose and are leading in one particular direction, the same as yours. The fact that there are so many requests will indicate that there is much wrong with WMBC.

Natasha Eubank left an annotation ()

Not when the majority of requests originate from the same person they won't.

63 Mr Hutchinson, 63 FOIA requests (give or take) to WBC! Over 30% of all FOIA requests to WBC through this site have come from you......

And, with all due respect Mr. Hutchinson, I don't believe you've got the first clue as to "what you're doing with your requests"

The information you have requested is so varied and disparate as to be completely meaningless. Do you really think that you're going to compile a dossier of evidence through FOIA requests proving WBC's mis-management?

Do you believe that you've got the 'inside track' on WBC's machinations? I would argue not, as, judging by the range of subjects you've requested information on, you would have to have multiple contacts in EVERY council division.

What prompted this Mr. Hutchinson? Do you feel that you were slighted by WBC? Did they do you a disservice? Do you object to the council tax banding applied to your property?

Had it not been for this most recent request, I'd have let you carry on wasting on everyones time without speaking up, but, I happen to know DEFINITIVELY that what happened to Chloe was, whilst tragic, not the fault of the council or of any of the agencies involved. I assure you that my knowledge of the Fletcher case is not limited to what was reported in the Globe

So, your comments about your requests having 'purpose' and moving in a 'particular direction', whilst sounding very imposing, are shown to be completely hollow and are nothing more than straw-clutching in this instance, as there is simply nothing more to this tragic tale. No cover-ups. Nothing.

I think the FOIA is a truly wonderful thing and for most people, it provides an excellent opportunity to gain understanding of how public bodies work, and, where necessary the information needed to make legitimate challenge, but, sadly, there will always be people like you who abuse this type of facility.

Please accept my apologies if I am repeating myself but the page suddenly cleared itself and I know not what happened to my first response.

You do not know my interests or background and cannot know what clues I might have.

I have many dossiers.

I have no contacts inside Council other than those with whom I have regular and varied correspondence.

Council has not slighted me.

Council has never done me a disservice, in fact to the contrary as my private correspondence shows.

My home is correctly and appropriately banded for Council Tax purposes.

I have no knowledge of the unfortunate case of Chloe Fletcher and wish to know no more. I blame none. I wish to be assured that nothing similar will ever happen again.

You know nothing of my purpose nor direction and should remain open-minded until you do so.

The FoIA was long awaited by a few in this country and now is known by many. Unfortunately, it and the information wrung out by it, is not universally trusted. Democracy is a long way off yet. Did you see Portillo's recent BBC2 programme "Power to the people"?

Usage is not abusage.

We should be asking more questions because there are many unknowns, some of which we know that we do not know and some of which we know that we know. It is only by asking that we shall ever know anything and then only, a tiny proportion of the total to be known.

Have you seen how few individuals use this site for this Authority and for others? Are the remainder satisfied with what they get?

Should not more people be using this facility? Do you not think it strange that this is the only one of its kind?

Have you noticed the recent improvements by WMBC in response time and quality of response? Now, that is really of interest.

Dear InfoMgr, FinDMT,
thank you.

The documents to which you have directed me are the policy and guidance documents not the report that I was seeking.

You have failed to answer my request.

Clearly something has gone wrong within Council and I shall be grateful if you will direct me to the documents that will show how Council intends to overcome any issues identified in the report to which I have referred.

I need to be assured that Council is doing its best to secure the safety of vulnerable children, which the documents to which you have referred me do not do.

Yours sincerely,

John H Hutchinson

Dear InfoMgr, FinDMT,

thank you. The document that you have sent is exactly what I am seeking.

My initial difficulty illustrates perfectly problems associated with the search facility on Council's website. Everything is there, but not in a way that we can easily use, or as Eric Morecambe once said "not necessarily in the right order" The inability to use the facility with ease and convenience must cause yourself some inconvenience, too.

Yours sincerely,

John H Hutchinson
