Childrens Social Services - LD & EBD Placements.

We're waiting for Jack Johnson to read recent responses and update the status.

Dear Staffordshire County Council,

I would like to know the minimum and maximum weekly cost of the below Placement types for Looked after Children placed in Residential Children's Homes for the Financial Year 2018 -2019 supplied by Private or Voluntary Organisations;

Please provide a breakdown of Framework and Spot purchase price and how many of these placements have been made;

1a. Children with Moderate Learning Disabilities (LD)with one member of Staff to two Children level of support.
1b Children with Moderate Learning Disabilities (LD)with one memberof Staff to one Child level of support.
1c. Children with Moderate Learning Disabilities(LD) with two members of Staff to one Child level of support.
1d. Children with Moderate Learning Disabilities(LD) with one member of Staff to two Children level of support and Full- time education provided
1e. Children with Moderate Learning Disabilities(LD) with one member of Staff to two Children level of support and Full- time education and Therapy provided.

2a. Children with Behavioural Difficulties (EBD) with one member of Staff to two Children level of support.
2b Children with Behavioural Difficulties (EBD) with one member of Staff to one Child level of support.
2c. Children with Behavioural Difficulties (EBD) with two members of Staff to one Child level of support.
2d. Children with Behavioural Difficulties (EBD) with one member of Staff to two Children level of support and Full- time education provided
2e. Children with Behavioural Difficulties (EBD) with one member of Staff to two Children level of support and Full- time education and Therapy provided.

Please accept my sincere apologies. Checking our records I cannot see that you have received either a response or an update concerning the delay in our being able to process your request.

As per our usual procedures we logged and acknowledged receipt of your request, forwarded to the relevant service and have sent due and overdue reminders to the service. Unfortuantely, despite chasing up for a response we staill have not received the information from the service.

Unfortunately, the current Coronavirus (COVID-19) situation is now impacting on our ability to provide responses to some requests as the council’s resources are being targeted on providing priority/energency services to those most in need.

We have been advised that the service team that would need to provide us with the information necessary to respond to your request is currently unable to do so.

Thank you for your request for information.

I have been checking our records and I cannot see that we have provided you with a response to your request. If this is the case, please accept my sincere apologies for this oversight.

Having checked, I am advised by the service that the information you have requested is not recorded, or at least is not recorded centrally or in a way that would enable it to be reported.

If recorded, it would require the service to check each indivual case record to identify and then calculate the number of placements for children with learning/behavioural difficulties. To do so would certainly exceed the appropriate cost/time limit and therefore be exempt under s12 of the Freedom of Information Act. However, in effect, the information requested is not held and would have to be created in order to provide the data.
