I would like to know the minimum and maximum weekly cost of the below Placement types for Looked after Children placed in Residential Children's Homes for the Financial Year 2018 -2019 supplied by Private or Voluntary Organisations;
Please provide a breakdown of Framework and Spot purchase price;

I would like to know the minimum and maximum weekly cost of the below
Placement types for Looked after Children placed in Residential Children's
Homes for the Financial Year 2018 -2019 supplied by Private or Voluntary
Organisations;
Please provide a breakdown of Framework and Spot purchase price;
1a. Children with Moderate Learning Disabilities (LD)with one member of
Staff to two Children level of support. Minimum £3,6700 - Maximum £4,500
1b Children with Moderate Learning Disabilities (LD)with one member of
Staff to one Child level of support. Minimum £4,500 - Maximum £5,500
1c. Children with Moderate Learning Disabilities(LD) with two members of
Staff to one Child level of support. Minimum £6,000 - Maximum £7,700
1d. Children with Moderate Learning Disabilities(LD) with one member of
Staff to two Children level of support and Full- time education provided
We only have one placement at this level and therefore would have to
reveal the exact cost of the placement. Due to the low number of
placements, we believe that, together with other information in the
possession of the Data Controller, disclosure of this information could
lead to the identification of individuals and would therefore constitute
the disclosure of personal data. Section 40(2) of the FOI Act provides
that information is exempt from disclosure if it is the personal data of
an individual other than the requester and where one of the conditions
listed in section 40(3A)(3B) or 40(4A) is satisfied. In this case the
relevant condition is contained in section 40(3A)(a)1. This applies where
the disclosure of the information to any member of the public would
contravene any of the principles relating to the processing of personal
data set out in Article 5 of the General Data Protection Regulation.
Article 5(1)(a) of the GDPR states that:- "Personal data shall be
processed lawfully, fairly and in a transparent manner in relation to the
data subject”. In the case of a FOIA request, the personal data is
processed when it is disclosed in response to the request. This means that
the information can only be disclosed if to do so would be lawful (i.e. it
would meet one of the bases of lawful processing under the GDPR as well as
being fair and transparent). In this case, we do not believe it would be
the reasonable expectation of the individual for their personal
information (details of the cost of their support package) to be disclosed
into the public domain and to do so would therefore cause us to breach the
Article 5(1)(a) Principle of the GDPR. In view of this, PCC has engaged
the exemption in accordance with section 40 (2) of the Freedom of
Information Act (Personal Information). In accordance with the Freedom of
Information Act section 17 this email acts as a Refusal Notice. We
apologise that your request will not be met but if you have any further
information needs in the future then please contact us.
