Can you please explain your commissioning processes for providers of accommodation and/or support in respect to looked after children in residential care/looked after children in semi-independent placements/care leavers/uasc. Do you spot purchase, have framework agreements or have block contracts in each of these categories?
2. If you have framework agreements and/or block contracts for accommodation and/or support in respect tolooked after children in residential care/looked after children in semi-independent placements/care leavers/uasc, please specify when each of these are due to be re-tendered.
3. Do organisations need to go through a pre-registration process to accommodate looked after children in residential care/looked after children in semi-independent placements/care leavers/uasc on a spot purchase basis?
4. Do you have local authority run provisions for looked after children in residential care/looked after children in semi-independent placements/care leavers/uasc? If so, how many of each category are currently accommodated in these facilities?
5. Please specify the number of looked after children in residential care/looked after children in semi-independent placements/care leavers/uasc accommodated currently via:

Our response:
1. The commissioning of Residential placements is done through the London
Care Services Model contract. Semi – Independent provision is
commissioned on a spot purchase basis. Care leaver supported
accommodation is part of block contract for vulnerable young adults.
USASC accommodation for 16+ is purchased through a contract
arrangement with one provider managed through the housing department.
For USASC under 16, placements are found with in house foster carers
or commissioned using the London Care Services Model Contract for IFAs
and Residential Units.

3. All Residential homes will be visited by the Placements Commissioning
Team prior to any placement being made, this is in addition to all
relevant OFSTED registration and latest reports being received and at
to minimum of a Good rating for an inspection. Semi – Independent
Units will also be visited by the Placement Commissioning Team before
a placement is made. In addition all relevant polices and procedure
must be received and be of a good standard, all DBS checks for all
staff must be checked, fire safety, and all relevant health safety
documentation must be also be received and up to date.
4. Currently we have no provision run by the council. The Council has
commissioned a provider to run a Wandsworth Children’s Home which will
be to accommodate a total of nine Looked After Children which will
open in the summer.
