The Freedom of Information (Fees and Appropriate Limit) Regulations 2004
specifies an “appropriate limit” for the amount of time spent locating,
retrieving and extracting the information requested.

The appropriate limit currently specified by the Regulations for local
authorities is £450. This represents the estimated cost of one person
spending two and a half working days in locating, retrieving and
extracting the information requested. We estimate that there are 135 care
leavers and 22 UASC in 2017.

157 Care leavers & UASC x 15 minutes to locate and retrieve the data
requested = 2355 minutes divided by 60 = 39 hours to locate the data
requested.

We are unable to assist you with question 10-12 as our data is not held in
a manner that could provide details within the 18 hours cost limit. It
would require us to manually access records and therefore cannot be
produced within timescales as specified under the Act.
