I am in receipt of your request for information which will be handled in
accordance with your rights under the above legislation.  Your request has
been passed to the Information Governance team to deal with in accordance
with the Council’s Environmental Information Regulations and Freedom of
Information Request Handling Policy.

 

Under the above legislation, you are entitled to be informed as to whether
or not Devon County Council holds the information you have requested, and
if so to have this communicated to you within 20 working days.  At times
the Council may have to withhold certain information because an exemption
from disclosure applies.  If we feel that this should apply to any of the
information you have requested, we will inform you of this fact (unless to
do so would reveal information that would otherwise be exempt).  We will
also give you details of how you may appeal our decision.

 

The Council will endeavour to provide you with a response to your request

Thank you for your response, copied below to aid visitors to this site:

“On which date did the council contract with OLM for the new Eclipse IT system for children’s social care?
No new contract was formed for Eclipse. Devon County Council (DCC) already has an overarching contract with OLM delivering CareFirst. Eclipse is an upgrade from the current solution.

What was the estimated go-live date at that time?
We originally identified a go live date in the fourth quarter of 2017.

What is the current estimated go-live date?
The current go live date is the first quarter 2018.

Please provide a copy of the statement of requirements which the council issued to OLM. I do not require, at this stage, the supplier’s response, so there will be no need for redaction of commercially sensitive elements
A formal written statement of requirements has not been issued to OLM by DC, therefore we do not hold this information. Top level criteria developed in house, such as the need for the system to be intuitive and easy to use without lengthy instruction or training, were used in evaluation sessions”

A few comments:
- Eclipse is not an upgrade to Carefirst – it is a new system. OLM make this very clear on their website. As a rule of thumb, if a data migration is required, then this is definitely a new system. This procurement should, therefore, have gone to tender
- I can’t believe that the Council would buy a complex software system – one which doesn’t appear to be in live usage anywhere – without a detailed statement of requirements. How do you hold the supplier to account?

It seems to me that there is something very wrong with this procurement process. I will ask some follow-up questions about the process. This is public money and a vital system for keeping children safe.
