Under the Freedom of Information Act, I kindly request the following information on eligibility for children’s services (for the purposes of this request, ‘children’s services’ relates to those referenced in Section 17 of the Children’s Act 1989):
1) Does your local authority use eligibility criteria to determine qualification for services for children?
2) If your local authority does use eligibility criteria to determine qualification for services for children:
i. when were they implemented?
ii. were consultations held around introducing them and, if so, what was the consultation period?
iii. please provide details of the eligibility criteria
3) If your local authority does not use eligibility criteria to determine qualification for services for children, by what criteria do you determine a child’s eligibility for such services?

Response
Thank you for your enquiry in relation to whether Barking and Dagenham
Children's Services use an eligibility criteria to determine qualification
for services under s17 of the Children Act 1989. Barking and Dagenham
Children's Services is guided, as are all local authorities, by the
'Working Together to Safeguard Children'. It may be useful to refer
directly to this document which is on the government website. We are
guided by this when determining qualification as to whether a child is in
need of safeguarding or deemed as a 'child in need' under s17 of the
Children Act 1989. Please refer to section 1.25 onwards within the
document for further clarification.
It would be useful to also refer to the 'Every Child Matter's' (ECM)
document which provides guidance around supporting a child to ensure that
they are meeting the 5 ECM outcomes. The need of every child is different
and we consider each case on it's own merit. Families requesting a service
may not require a statutory assessment and the needs of the child may be
appropriately met through our community based resources and the Common
Assessment Framework (CAF) process. Within Barking and Dagenham, families
are able to approach their child's school, health visitor or the local
children's centre directly for additional support and advice where needed.
