Thank you for your request for information regarding service manager contact details for Children in Care and the Fostering service.

This information is exempt from disclosure under Section 40(2) of the Freedom of Information Act 2000. The information requested is third party personal data (i.e. personal data about someone other than you). Section 40 (2) provides that information which is third party personal data is exempt from disclosure if one of three conditions is satisfied. In this case the following condition applies:

Disclosure would contravene one of the data protection principles

The details you have requested regarding council officers are personal data. Disclosure of the information would contravene the requirement in principle 1 that personal data must be processed fairly and lawfully. As an employer the City of Doncaster Council owes a duty of confidence to employees and the employee has not consented to the disclosure of this information. Disclosing details without the consent of Officer would breach that duty of confidence and be unlawful. We therefore are unable to provide the requested information at this time.

City of Doncaster Council estimates that it has cost £12:50 to respond to this request for information.

Re: Freedom of Information Act 2000 – Internal Review

Thank you for your request to review our response to your Freedom of Information request for details of the respective heads of service and service managers within City of Doncaster Children's Services department, spanning Looked after Children, Child Protection and Fostering & Adoption.

After reviewing the request, I can confirm that your appeal is not upheld as detailed below:

This information was withheld under the Section 40(2) exemption of the Freedom of Information Act 2000 on the grounds that it was third party personal data. I have reviewed this response and my decision is that the exemption is applicable. Disclosure of the information would contravene the requirement in principle 1 that personal data must be processed fairly and lawfully.  As an employer City of Doncaster Council owes a duty of confidence to employees and should not disclose their details unless it is necessary to do so. City of Doncaster Council does not release details of officers below Head of Service/Strategic Lead and above level as there is an expectation that details of these senior members of staff are in the public domain. The position of Service Manager is below Head of Service/Strategic Lead therefore we are unable to provide this information.
