1) In respect of the children's services department, please provide a copy of your organisational structure chart with the names (those senior enough to be released), job positions and number of employees per post. Please include in this figure those vacant and currently covered by agency workers

2) Please provide your definition of permanent, agency and interim in respect of employment status and position relating to those who work in the Children's Services department

3) What was the value of spend on temporary staff from recruitment agencies by the council in 2021-2022 in respect of Children's Services Department?
Please also ensure that a gross spend value is detailed and include all spend associated to any contract let for the management/provision of temporary staff by a contracted provider (whether Vendor neutral or Master vendor).

4) Please state if you have a managed service provider (MSP) in place for the provision
of temporary agency staff and for what job positions? If so, please provide the following;
a. How was the contract to manage/provide the supply of agency/temporary staff let?
b. Who was the contract to manage/provide the supply of agency/temporary
staff let to?
c. When did the contract to manage / provide the supply of temporary /
agency staff commence, how long does it run for and what is the end date?

I refer to your request dated 27th February 2023 under the Freedom of
Information Act asking to supply the following information:

 

1) In respect of the children's services department, please provide a copy
of your organisational structure chart with the names (those senior enough

The strategic Director of Children's Services is Marium Haque.

 

I am withholding the team manager names and contact details of the
requested staff for childrens services as the information requested
contains wholly personal information relating to persons other than
yourself, the applicant. Section 40 (2) & (3) of the Freedom of
Information Act 2000 provides an absolute exemption where disclosure of
information would lead to a breach of the principles laid down by the Data
Protection Act 2018. I consider the disclosure of the information which
you requested would constitute unfair processing in contravention of the
first data protection principle because those individuals whose personal
data has been withheld would not have had any reasonable expectation that
it would be disclosed in these circumstances.

 

2) Please provide your definition of permanent, agency and interim in
respect of employment status and position relating to those who work in
the Children's Services department

 

Response: Permanent means an employee with an ongoing employment contract
who is paid via the Council payroll.

Agency means a worker who is indirectly engaged to do work for the Council
via a recruitment agency. This type of worker is not paid via the Council
payroll. The Council pays the recruitment agency via the procurement
process and the recruitment agency pays the worker.

Interim means a temporary employee with an employment contract with a
fixed term and a specified end date, which could potentially be extended
by agreement with both parties, and who is paid via the Council payroll.

 

 

3) What was the value of spend on temporary staff from recruitment
agencies by the council in 2021-2022 in respect of Children's Services
Department?

Please also ensure that a gross spend value is detailed and include all
spend associated to any contract let for the management/provision of
temporary staff by a contracted provider (whether Vendor neutral or Master
vendor).

 

Response: £21.076m

Response: Your request for information has been considered by the Council
under the Freedom of Information Act 2000. I can confirm that the
information requested is not held by Bradford Council and therefore, this
response acts as a refusal notice under section 17(1) of the Freedom of
Information Act in accordance with section 1(1)(a) of the Act.

 

The Council doesn’t have a MSP contract. We have a Vendor Neutral contract
with Comensura Ltd for the supply of agency workers.

 

 

In accordance with the Freedom of Information Act, if you are not
satisfied with the reply to your request you can ask for an internal
review.

 

A request for an internal review must be submitted within 40 working days
in writing to the Corporate Information Governance Team, City of Bradford
Metropolitan District Council, City Hall, Centenary Square, Bradford, BD1
