1. Had a Child Protection Plan
2. Were identified as 'Children in Need'
3. Were identified as 'Children with Special Needs'
4. Were identified as living in families/homes where at least one
adult was identified as needing extra support.

Further to your request for information made under the Freedom of
Information Act as set out below, I can confirm that your request was
received into the Trust on 10th April 2012.
 
The Trust do not hold this information for Bromley as we do not provide
Community Healthcare to this area.
 
We do provide Health Visiting Services within Bexley and Greenwich. 
However, before your request can be processed, can you please clarify what
you mean by the following:
 
2. Children in Need.  Please supply a definition of what you mean by this.
3. Children with Special Needs.  Please supply a definition of what you
mean by this.
4. Identified as needing extra support.  Please supply a definition of
what you mean by this.
 
Once we receive your clarification on this request, we will then let you
know whether the information is held for the purposes of the Act.

Dear Ruth Lerew,
You asked for definitions:
1. Child in need (not subject to a child protection plan) but requiring additional support, these are the children for which a CAF might be written, children that might be discussed in clinical supervision as the parenting sometimes falls below 'just good enough parenting'
2.Children with 'Special Needs' are children with physical, developmental, behavioural difficulties that would require extra support from the health visitor and may be refered on for additional support or preschool placement to other agencies
3. Families where one parent requires additional health visitor support (by dint of physical, mental health issues or alcohol/drugs problems)and will require liaison with other services involved and review at child protection supervision.
Trusting this clarifies that these are the children that according to 'Transforming services for Children, young people and their families' should be receiving support.

information regarding the term children in need, to which we would confirm
the following.
 
The information you have requested is not held by our Bexley Community
Services. We are able to confirm that the information is held for your
question 1 only, by our Greenwich Community Services.
 
We would confirm that Oxleas NHS Foundation Trust are not providers of
Bromley Community Services.
 
Your  request  will now be processed and subject to further clarification

Further to your request for information regarding health visitors and
child protection plans, please find as below the data to which you are
entitled.

 

 

 The number of children under 5 years and on a child protection plan
between 2006 and 2011:

All children under 5 have a health visitor and the majority of these
children above will have a Greenwich Health visitor but there will be a
few who are registered with GP's in Bexley and Bromley where the health
visitor will then come form that organisation.  Likewise there will be
children living in Bexley who have a Greenwich GP who will be seen by a
Greenwich Health Visitor but these numbers are small and probably balance
each other out.

Under the Health Visitor Improvement Plan you would need to be collating this information in order to plan and provide services at Universal Plus and Universal Partnership Plus level.
Clearly since Bromley had for many years a designated Health Visitor for children with special needs you must be collecting this information in order to provide a service which is responsive to needs,acceptable and equitable.

Further to your email as below received into our Trust  8th May 2012 in
which you refer to the Universal Plus and Universal Plus Partnership
Level, I would confirm that these  systems are not facilitated by our
Trust.
 
I have sought clarification from the responsible directorate who have
advised that we would only be able to provide figures for enhanced
caseloads. Please advise if this information would be of interest to you.
 
To complete a  manual count of each child health record we consider would
exceed the cost limit of £ 450.00

Dear Diane Parsons,
Indeed enhanced caseloads would be useful, providing I also have a figure for the proportion of the children under 5 years who are allocated to enhanced caseloads. This response also would need to have some sort of qualification as to how a child ends up on an enhanced caseload. Is this due to a postcode, a concern being raised by a professional that 'enhanced' working should be targeted at the family?
