Dear Mr Reilly,

Thank you for your information request of 30 June 2017.  Aberdeen City
Council (ACC) has completed the necessary search for the information
requested.

a)     If paperwork of a foster child from Aberdeen City Council has been
handed out to a Carer in another local authority, is it lawful to do so
and if so, under what circumstances?

Without knowing the exact circumstances, it is difficult to be specific,
however, there can be occasions where it is relevant and necessary to
provide information about a foster child to carer out with Aberdeen city.
This is the most likely to occur when a foster carer out with Aberdeen
City is being considered as a potential placement or where the child is
residing with them.

b)     Is it lawful for it to be used as a case study?

If any such information which the personal data of a foster child is being
used as information for a case study, there would be an expectation that
information was anonymised to prevent identification of the children,
other family members and carers.

If there are concerns about the use of information relating to an Aberdeen
City Council client, please make contact with the Service to provide more
details, to allow this to be looked into.
