If a parent moves into your LA and requests a school place using figures from last 3 years what is the average amount of days it takes from the parental request until the child is enrolled in a school?
If a parent was Electively home educating and stops EHE and requests a school place using figures from last 3 years what is the average amount of days it takes from the parental request until the child is enrolled in a school?
If a parent withdraws there child from an independent school and requests a school place using figures from the last 3 years what is the average amount of days it takes from the parental request until the child is enrolled in a local school?
Dose the LA facilitate any education for the child between the parental request and school enrolment?

I refer to your email of 7 September 2024 seeking information in relation
to Education.
Having investigated, my response to your various queries is as follows: -
How many children of compulsory school age are known to live in your LA as
of 1st September 2024?
Primary – 25641 , Secondary - 21477 & Additional support Needs (ASN) -
1200.
How many state school places for children of compulsory school age are
there in your LA boundaries?
Capacity Figures for North Lanarkshire Schools are Primary - 34518,
Secondary - 27056 & ASN - 1205.
How many independent school places for children of compulsory school age
are there in your LA Boundaries?
There are no independent schools in North Lanarkshire
How many compulsory school age children residing in your LA are
categorised as being children missing education as of 1st September 2024?
I regret to advise that this statistic is not held centrally and in order
to compile this figure we would have to contact each of the 156 schools in
North Lanarkshire and ask them to provide data. This as you can
appreciate, would be highly labour intensive and I must advise that the
cost of so doing would exceed the amount prescribed for the purposes of
Section 12 of the Freedom of Information (Scotland) Act 2002.

I regret to advise you that the information sought in this part of your
request is not held and in terms of Section 17 of the Freedom of
Information (Scotland) Act 2002, I must advise you of this.

Does the LA facilitate any education for the child between the parental
request and school enrolment?

With regard to these parts of your request, I can advise that the average
figures sought are not held and in terms of Section 17 of the Freedom of
Information (Scotland) Act 2002, I must advise you of this. By way of
some explanation, if a child who has been home educated or attended an
independent school wishes to attend a North Lanarkshire School, they would
contact the school directly to enrol. If the pupil is in the catchment
area and the school has capacity, they can be registered immediately. If
they are making a placing request, we have a statutory timescale to decide
which is 8 weeks from date of receipt.
I can advise that North Lanarkshire Council, having regard to the
provisions of Section 21 of the Freedom of Information (Scotland) Act
2002, has established a procedure whereby any person who has requested
information and is in any way dissatisfied with the decision on that
request, can within forty working days require a review of that decision
by writing to the Chief Officer (Legal and Democratic), Civic Centre,
Windmillhill Street, Motherwell ML1 1AB. Accordingly, if you are
dissatisfied with this decision and seek such review please write to the
Chief Officer (Legal and Democratic).
I would advise, also, that in terms of Section 47 of the Act a person who
is dissatisfied with a notice given by the local authority under Section
21 of the Act - ie. a notice following a review of a decision by a local
authority, or by the failure of a local authority to give such a notice -
may make application to the Scottish Information Commissioner for a
decision as to whether, in any respect specified in that application, the
request for information to which the requirement relates has been dealt
with in accordance with the Act. Such an application must be made within
six months of the review decision and be in writing or in another form
which, by reason of it having some permanency is capable of being used for
subsequent reference. The application must state the name of the applicant
and provide an address for correspondence. The application must also
specify the request for information to which the requirement for review
relates, the matter which gave rise to the applicant’s dissatisfaction
with the original decision of the local authority and the matter which
gives rise to the applicant’s dissatisfaction with the decision on review
by the local authority or the failure of the local authority to issue such
