In relation to the Budget for Children and Families for the
financial year 1 April 2009 to 1 April 2010 how much has Wigan Borough Council spent on:

1. Supervised contact visits.
2. Respite foster care - for children in need (not on child protection plan)
3. Local Authority employed Foster carers for children subject to a care order (interim or full).
4. Agency Foster carers for children subject to a care order.(interim or full)
5. Barristers for Care Proceedings.
6. Playgrounds for children.
7. Assistance with Child carers becoming Ofsted Registered.
8. Respite Foster Care - not exceeding 28 days for children on a protection plan.
9. Residential Family Assessments.

Dear LS Palmer

I am writing to respond to your freedom of information request which we
received on 20th December 2010. This request has been handled under the
Freedom of Information Act 2000.

Your request is detailed below.
In relation to the Budget for Children and Families for the financial year
1 April 2009 to 1 April 2010 how much has Wigan Borough Council spent
on:

1. Supervised contact visits.

Our response is as follows.
In response to questions 2, 3, 4 and 8, we can supply the costs associated
with foster carers for recruited foster carers and agency foster carers
within the borough but we do not have the data in the format you have
requested, ie. we cannot determine on extracting the information whether a
specific legal status applied or whether the care was related to respite
care.

The cost for the period requested for recruited foster carers is
£2,535,261.01
The cost for the period requested for agency foster carers is
£2,456,257.93
In response to question 5, the total cost for the period requested for
Barristers for care proceedings is £417,532.00
In response to question 1, we do not have a budget for contact as this is
not specialist and therefore cannot quantify a cost in relation to your
request.

In response to question 9, we do not use residential family assessment
unless ordered by the Court.
In response to question 6, this information would be held by Wigan Leisure

In response to question 7, we provide a variety of support that assists
people to become registered child carers, this is achieved via

* Start-up grants direct to potential providers; also staff time in
supporting providers in completing application forms, cash flows,
visits, mileage and telephone calls
* Pre-registration briefing sessions - every 6 weeks for potential
Childminders, as need demands for potential settings; these involve
costs associated with staff time/ telephone costs for arranging
sessions and booking people onto sessions, information packs, venue,
refreshments, staff time, mileage and any follow-up work
* Support visits; again these involve costs associated with
photocopying, staff time, mileage
* Pre-registration Training package for potential providers, this
involves similar costs to the briefing sessions (see above) but on a
much bigger scale as various courses are funded by the LA in relation
to this. This would

To provide an overall cost for all of the above would be an enormous task,
more than one team would have to manually look through through diaries to
ascertain specific appointments, and then start calculating the costs
associated as above, I am therefore unable to provide a cost associate
with this process under Section 12 of the Freedom of Information Act 2000,
on the basis that I believe that to answer your request would breach the
appropriate limit as set out in the FOI fees regulations.

In terms of the partial first bullet point only, I can provide that for
the financial year 1 April 2009 to 1 April 2010, we allocated start up
grants to the value of £5050.04.

If you are unhappy with any aspect of this response, an independent senior
officer will review this decision. Please let me know if you would like to
arrange this.
