Request for Information - LBR2021/0926 - Children and adults removed by
social services due to poor housing conditions

I refer to your request for information received on 08/09/2021.  Please
see the information below in response to your request: -

Your request:

I would like to request the following information:

1) How many cases have been referred to or dealt with by the council's
social services regarding concerns about a child or children living in
poor/unsuitable housing conditions?

2) How many of these cases have resulted in the temporary or permanent
removal of a child or children from those housing conditions?

3) How many cases have been referred to or dealt with by the council's
social services regarding concerns about an elderly or vulnerable adult
living in poor/unsuitable housing conditions?

4) How many of these cases have resulted in the temporary or permanent
removal of an elderly or vulnerable adult from those housing conditions?

Can you please provide the data for Qs 1 - 4 from January 1st, 2016 up to
and including the most recent data you hold for 2021. Please provide the
data broken down year-by-year, eg:

2016:

2017:

2018:

2019

2020

2021 (so far)

Our response:

For Question 1 and 2 - The information you have requested is not held by
London Borough of Richmond upon Thames. You may wish to submit your
request to Achieving for Children (AfC) who provide Children’s Services on
behalf of the Council. AfC can be contacted directly with FOI requests via
the following link:
[1]https://www.achievingforchildren.org.uk/...

For questions 3 and 4 - We consider that it would exceed the appropriate
limit, as specified in the Freedom of Information and Data Protection
Regulations 2004; therefore section 12(1) of the Act applies. The
appropriate limit has been set at £450 and may include working hours of
any person acting on our behalf at a rate of £25 per hour. This equates to
18 hours to identify, locate, retrieve and extract the relevant
information.

To comply with your request would take in excess of 18 hours as the
information is not held in a readily extractable format and would require
a manual undertaking to review our records. Even at a conservative
estimate of 5 minutes per case file it would take in excess of the
allocated 18 hours to identify, locate, retrieve and extract the relevant
information as we would need to manually check all adults files on record,
of which there are over 1,000. This exceeds the appropriate limit under
the Act.

In accordance with the Freedom of Information Act 2000 this letter acts as
a Refusal Notice. If you are dissatisfied with the information provided in
relation to your request, you may make representations to the Information
& Transparency Manager. Any such request for an internal review should be
made within 40 working days from today's date. Correspondence should be
addressed to:

FOI and Complaints Team, Ground Floor, Civic Centre, 44 York Street,
Twickenham, TW1 3BZ. Email: [2][email address]

If you are not content with the outcome of the internal review, you have
the right to apply directly to the Information Commissioner for a
decision.  Details of how to contact the Information Commissioner can be
found at:
