Child/Dependant element of benefit payments, to only one parent?

Dear Department for Work and Pensions,

Can you please give the relevant legislation/acts of parliament as well as all regulations etc. that concern the eligibility for the child parts of all benefits, paid by the DWP (including Housing Benefit, if it initially comes from yourselves before local councils), since the Human Rights Act 1998, or possibly before?

And could you please state whether each bit of the legislation/act's etc. is either primary legislation, secondary legislation, or rules and regulations? Or amending a previous Act of Parliament via Statutory Instrument? And who made/who was responsible for each decision?

Could you also please give an official comment, as to why only one parent benefits from this? Why if a couple with a child/children break up, does only one parent benefit from the situation, when the other would be left with eventually only getting a room in a shared house until they're 35, or just a 1 bed place if older?

Why has the DWP allowed the discrimination in this way, against 1 parent all the time?
