Child Abuse Paper
Dear Worcestershire County Council,
Please could you provide the briefing paper about child sexual abuse believed to be authored in 1994 by Child Protection Service Workers and given to the then Herefordshire and Worcestershire County Social Services Director, David Tombs.
Yours faithfully,
Phil Collyer

Dear Sarah Clarke ,
With regard to the highlighted paragraph in Elizabeth Smith response, "In some circumstances WCC may need to consult with third parties (people not employed by WCC) about the release of information relating to them or their organisation. Please let me know if you do not wish your name to be released to any third parties we may need to contact in order to fulfil this request."
I am unsure about exactly what is meant by this, and which third parties would need to be contacted, and even whether this would mean police and lawyers, and thus it is a difficult blanket decision.
However the request is intended as one small part of a process for the people of Britain and especially the survivors to obtain the truth about child sexual abuse so that the massive cover up by police, politicians and others continues to crumble.
If as part of this process it would facilitate release and publication of any documents if my name were to be used then so be it. Similarly if people wish to contact me about anything then so be it initially via this website or maybe through Sarah Clarke.
Also I would be grateful if possible for an early acknowledgement that the report exists in the possession of the council (if it does), before the complications about releasing it are tackled, and similarly I would rather a redacted report is released promptly than none at all or a late release.
Thank you for your help in this matter
Yours sincerely,
Phil Collyer

Thank you for your reply. At present the only information I have is via this link
http://spotlightonabuse.wordpress.com/20...
I believe it was in the Care Weekly on 3/3/94.
I trust that this is enough information to reopen the investigation immediately and enough to trace the report. If however you require further information please do not hesitate to contact me as I am making further enquiries in this field so that the child sexual abuse victims are not let down again
Yours sincerely,
Phil Collyer

I have had no reply to my message of 10th April.
I trust the information I have provided is sufficient for an immediate reopening of this freedom of information request and the search for the document.
You have now a reputable source for the information and no delay is acceptable in lifting the suspension of this request and the search for the report.
I would ask the council to regard of paramount importance the duty of care the council had and has to the victims of the child abuse and act accordingly.Any delay is not acceptable in this regard.
Yours sincerely,
Phil Collyer
