Child Abuse / Exploitation
Dear West Midlands Police,
Please advise over the past 5 years (year endings to suit your
convenience) how many Reports you have had of young people (divided into males and females) aged 12-16 years :
a) Missing from home for more than 24 hours
b) Missing from Local Authority Care for more than 24 hours
and
c) how many in each category were deemed to be at risk of child abuse and specifically of child sexual abuse / exploitation.
Please segregate the figures in line with different Local Authorities which you cover.
Yours faithfully,
Philip J Measures

Freedom of Information
Dear West Midlands Police,
Please pass this on to the person who conducts Freedom of Information reviews.

The legal time has been well exceeded and I now need to know whether to refer this to the Information Commissioner.
A full history of my FOI request and all correspondence is available on the Internet at this address: https://www.whatdotheyknow.com/request/c...

Dear Mr Measures
FOI Request Reference: 000201/14
Thank you for your request for information, received 24/11/2014. I
apologise for the delay in providing this response.
REQUEST
Please advise over the past 5 years (year endings to suit your
convenience) how many Reports you have had of young people (divided into
males and females) aged 12-16 years:
a) Missing from home for more than 24 hours
b) Missing from Local Authority Care for more than 24 hours and
c) how many in each category were deemed to be at risk of child abuse and
specifically of child sexual abuse / exploitation.
RESPONSE
Our data are not organised in such a way as to allow us to provide all of
the requested information. To find out how many of the attached missing
children reports are related to reports of Child Sexual Abuse /
Exploitation would require a search of each individual case. Such a search
would exceed the appropriate limit. This means that the cost of compliance
with your request is above the amount to which we are legally required to
respond, i.e. the cost of locating and retrieving the information would
exceed the appropriate costs limit under section 12 of the Freedom of
information Act 2000. For West Midlands Police, the appropriate limit is
set at £450, as prescribed by the Freedom of Information and Data
Protection (Appropriate Limit and Fees) Regulations 2004, S.I. 3244. In
accordance with the Freedom of Information Act 2000, this letter acts as a
refusal notice.
Some relevant data are on the West Midlands Police website:
http://foi.west-midlands.police.uk/missi...
I would be happy to consider any refinements to your request based on our
capacity as stated above.
As recommended as good practice by the Information Commissioner’s Office a
version of this response may be published on the West Midlands Police
website.

publication scheme and disclosure log

Your attention is drawn to your right to request a re-examination of your
case under West Midlands Police review procedure, which can be found at:

Please note that such an appeal must be received within six months of the
date of this correspondence.
If you require any further information, then please do not hesitate to
contact me.

Dear Mr Measures
FREEDOM OF INFORMATION ACT 2000 - REQUEST REFERENCE No: 273/15
Thank you for your email received 27 January 2015, where you requested
West Midlands Police to review its response to your request for
information (our ref: 201/14).

Response
A review has been conducted and I have found the following:
A response was not provided to you within the 20 working day timescales. I
sincerely apologise for the delay, which was caused by the volume of
requests within the department.
I have reviewed the response that was sent to you on 16 February 2015. I
can confirm that our data are not organised in such a way as to allow us
to provide all of the requested information, without undertaking a manual
examination of each missing person case during the past 5 years. Such a
search however would exceed the appropriate limit.
This means that the cost of compliance with your request is above the
amount to which we are legally required to respond, i.e. the cost of
locating and retrieving the information would exceed the appropriate costs
limit under section 12 of the Freedom of information Act 2000. For West

the Freedom of Information and Data Protection (Appropriate Limit and

a refusal notice.
I am happy to look at ways in which you can refine your request. If you
would like to do this please contact us.
If you are not content with the outcome of the internal review, you have
the right to apply directly to the Information Commissioner for a
decision. The Information Commissioner can be contacted at: Information
Commissioner’s Office, Wycliffe House, Water Lane, Wilmslow, Cheshire, SK9
