Dear FOI,
Thank you for your response. As you can see on the whatdotheyknow website there was no response received.
I am confused as to whether on the day you searched for the information, whether you looked for the councils response or the report itself.
After such an investigation there is invariably a council response, usually by the Social Services Committee or equivalent, to discuss the report and the situation. Is there nothing in the minutes?

Dear FOI,

I have not received an internal review of my time complaint. If you actually answer the questions you may forget the time complaint. If you still do not answer the questions as follows, then please internally review for time complaint and the fact that you have not answered the questions for over 18 months, in direct contravention of the councils duty under the FOI Act
I also asked for the Councils response not the Reports themselves. Did the Social Services Committee or full Council ever discuss the Duffy or Goldfinch Inquiries and Reports? Did the Council not take any action after an investigation into paedophilia in the Councils childrens homes?

Dear Ms Hemsley

Following your request for an internal review into the handling of your Freedom of Information Request, I can confirm that we have conducted a full investigation into this matter.

As outlined in the response issued on 29th January 2014 the Council confirmed that following a search of our paper and electronic records it was established that the information you requested was not held by the Council. Under the Act the Council cannot provide you with access to information which does not exist. Records indicate that the Duffy Enquiry was a Police enquiry prior to the setting up of Operation Goldfinch. It is possible that information may be held by South Wales Police.

I note your comments of 15th September 2014 regarding the Council’s search, however I can confirm that the Council’s search was in respect of any recorded data held in relation to any response and/or report issued in respect of the enquiry. It would appear from responses issued that it may have implied that our search centred on a report. It should however have been made clearer that no information was held in relation to your respect, this would cover any letters, reports or any other correspondences which may have been held. Please accept our apologies for any confusion caused.

Please also accept our apologies for the length of time it has taken to conclude this matter. We have needed to ensure that no historical information was held by services, and confirm that no formal information was held within Committees or their equivalent, at the time.

We are sorry that we cannot help further on this occasion. If you are in any way dissatisfied with the handling of your request, you have a right under section 50 of the Freedom of Information Act to apply to the Information Commissioner
