I would like all correspondence and why there is now a £30,000 increase in
salary. An entire timeline of the change of salary, who approved it
including any committee reports.

In 2017 all the ACC Chief Officer posts introduced as part of the Target
Operating Model report were new posts, and were Job Evaluated using the
national scheme agreed through COSLA (council of Scottish Local
Authorities). New posts are evaluated considering the reasonable
expectations of managers/job designers made about the role(s). It is good
practice to undertake a job evaluation review once the realities of the
post are established or if the expectations of the role change. We have a
responsibility to ensure we adhere to equal pay legislation, and proper
use of a recognised JE scheme is a tool to support this.  

An Evaluation Review ensures the JE outcome (and in turn the grade) is
accurate and reflects the true demands and responsibilities of a role. An
Evaluation Review is triggered by a request from an employee and/or their
line manager; there is no requirement for committee approval. 

A review can be undertaken either whilst someone is in post or as part of
review of a vacancy before seeking to appoint. For the Chief Officer-
Digital & Technology role, Evaluation Review was requested by the Director
of Customer (the line manager) and concluded in February 2020 and the new
outcome was attached to the post. When the role became vacant and was
advertised in April 2020 the up-to-date outcome/salary was used. This is
the salary that is also reflected in the more recent recruitment exercise
from 8th January 2021, as it remains the most recent and accurate outcome.

Prior to the review, there was a meeting held at the request of the line
manager; attached is the subsequent correspondence. Also attached is the
document/attachment referenced in the email exchange. I've also attached a
larger version of Email Correspondence 2 as the formatting has shrunk the
size of the font.

Please note that third party names and personal details, as well as the
names of Officers who are below Chief Officer level have been redacted
from the attached documents. This is because we consider that this
information is exempt from disclosure.

In making this decision Aberdeen City Council considered the following
points:

We are of the opinion that Section 38(1)(b) applies to your request as the
information in question is personal information relating to living
individuals, who can be identified from it.

Further, Section 38(2)(a)(i) applies, as we consider that disclosure of
this information would be a breach of the first Data Protection Principle
(that personal information must be processed fairly and lawfully).

We handled your request for information in accordance with the provisions
of the Freedom of Information (Scotland) Act 2002.
