Cheltenham Magistrates Court- Legal Authority for "Pre-Hearing Briefing"

Response to this request is long overdue. By law, under all circumstances, HM Courts and Tribunals Service should have responded by now (details). You can complain by requesting an internal review.

Dear Her Majesty's Courts and Tribunals Service,

On 28th February 2020 a matter was heard before the bench at Cheltenham Magistrates Court, in which the requester was not involved. The respondent to the application (Forest of Dean District Council) was allowed a significant amount of time for a "pre-hearing briefing" between the Justices Clerk and the legal representative of the council.
I can find no legal authority for this course of action. Please oblige and inform me under what statute, regulation,etc this meeting took place.
